As the weather gets colder, rodent control and rat proofing is important for households and businesses

Whether you own property or rent, live or work in the Town of Carbonear, everyone has a role in rat prevention. Rat proofing your home and property is the most important factor to prevent and control these pests.
Rats are pests that are found year round. They live outdoors and then migrate inside when cool weather approaches. They are found around buildings, in gardens and near garbage or composters.

Snow Clearing Regulations are now in effect.

REMINDER: SNOW CLEARING REGULATIONS ARE NOW IN EFFECT
The Town of Carbonear Parking Restrictions took effect November 1st, 2023.
Vehicles are not permitted to be parked or abandoned on any street reservation between the hours of 1:00 a.m. and 8:00 a.m. during a snow fall or for 12 hours after a snow fall has ceased.
Vehicle owners in violation of these regulations may be subject to a fine or having the vehicle towed at the owner’s expense.
A copy of the Snow Clearing Regulations and Damage Policy can be viewed at www.carbonear.ca or at the Town Office.

·        2010 Dodge 1500 Crew Cab 2WD (Minimum bid of $500.00) ·        2005 624J John Deere Loader (Minimum bid of $97,750)

 

Equipment will be sold on an “as is, where is” basis with no warranties applicable.

HST will be applied to the successful bid. Interested bidders can obtain a tender form by emailing [email protected] or by visiting www.carbonear.ca.

If multiple bids are received for the same amount a draw will take place to determine the successful bidder.

The 2005 624J Loader includes a 12’ power angle blade, a 10’ wing, and 1 general purpose bucket. The loader comes equipped with rock tires. There are 6595 hours on the loader.

Sealed tenders will be received at the Town Office, 256 Water Street, Carbonear, until 2:00 p.m., Friday, 1 December 2023. Bidders shall submit a $200 certified cheque with their bid for the 2010 Dodge 1500, if bidding. Bidders shall submit a $5000 certified cheque with their bid for the 2005 624J Loader, if bidding. The bid securities will be returned to all bidders upon closing the sale with the preferred bidder. If the preferred bidder withdraws their bid after tender close, then the preferred bidder will be disqualified and their bid security forfeit. The sale will move to the next preferred bidder.

Equipment may be viewed at the Town Depot at 1 Pikes lane (near leaf composting site) in Carbonear between the hours of 8:30 a.m. and 4:00 pm, Monday to Friday until the tender closing date.

The winning bidder will be responsible for licensing and registration with ServiceNL.

The Carbonear Town Council does not bind itself to accept the highest or any tender.

Town of Carbonear marks Saturday, September 30, 2023 as National Day for Truth and Reconciliation. Office will be closed on Monday, October 2, 2023.

The Town of Carbonear marks Saturday, September 30, 2023 as the National Day for Truth and Reconciliation. In 2021, the Government of Canada passed legislation designating September 30 a federal statutory holiday to recognize the history and legacy of residential schools in Canada and in response to the Truth and Reconciliation Commission’s Calls to Action #80.

September 30th provides all Canadians with an opportunity to recognize, remember,  reflect, and honor the tragic history and stories of survivors, families and communities.

The Town of Carbonear building at 256 Water Street will be illuminated with orange light, as a symbol of commemoration.

In addition, in observance of the National Day of Truth and Reconciliation, the Town Office will be closed on Monday, October 2, 2023 and will re-open on Tuesday, October 3, 2023 at 8:30 a.m.

Did you know……
Eastern Regional Service Board provides weekly collection for regular household garbage and bi-weekly
collection of recyclables to many communities in eastern Newfoundland including the Town of Carbonear.
The Eastern Regional Service Board will transition to clear bags beginning January 1, 2024.
Customers will place their regular household waste out for collection in clear, see-through garbage bags. Every household will have the option to use one privacy bag each week. Clear bags have been in use in Central Newfoundland since 2015, Western Newfoundland and Mount Pearl since 2017, and St. John’s since 2022.
Studies show that using clear bags encourages proper sorting of materials, keeping recyclable items out of the garbage. This reduces the amount of waste going to landfill.

Using clear bags also helps protect the collectors and staff, allowing them to see and avoid any sharp or dangerous objects in the bag.

TRAFFIC ADVISORY NOTICE: Section of Water Street reduced to one lane from O’Donovan’s Lane to Bannerman Street

On Monday, September 25, 2023, a private contractor will be completing work on the property between Coldwater Café and The Painted Mango on Water Street.  The completion of the work will require a section of the road to be reduced to one lane and flagspersons on site.

The section of Water Street that will be reduced to one lane is from O’Donovan’s Lane to Bannerman Street.

There are about 10,000 children living with cancer in Canada today. Each year, about 1600 cases are diagnosed, over 25 of which are children in Newfoundland & Labrador.

Welcome Greg Squires! Our new Municipal Enforcement Officer

Greg has worked in municipal enforcement as well as security for private and government agencies. Greg began his duties on August 16, 2023.
Greg has completed the Law Enforcement Foundations program which prepares participants for a career in justice and related systems. The program emphasizes the humanistic and preventative side of law enforcement and security administration.
As the Municipal Enforcement Officer, Greg is eager to work with the Town of Carbonear. Through his training and previous experience, Greg has aimed to work and engage with community members to ensure a safe community. He is also committed to transparency and ensuring fair treatment of every individual.
Greg looks forward to working with the community both in his role as a Municipal Enforcement Officer and as a resident to create a welcoming and safe Town of Carbonear.

Re: Water Shut Off – Thursday, September 7

The Town would like to thank residents for their patience during the water main upgrade that took place on Thursday, September 7 into the early morning of Friday, September 8. It is very inconvenient to be without water service, but unfortunately, to complete this upgrade, there was no other alternative. Upgrades to the infrastructure, though inconvenient, improves water quality and reduces the need for shutdowns due to older infrastructure in the future.

The Town would like to thank the contractor who started this work early morning on Thursday, and worked into Friday morning to complete this upgrade.

The Town would also like to thank its staff who started to turn on the water at 1 a.m. after upgrades were completed and stayed on until 8 a.m. this morning to restore water to the Town so
residents and businesses had water restored for this morning.

Again, thank you to all involved!

For the information of the public, the Town has NOT issued a boil water advisory.

The Town will issue a boil water advisory if there are concerns of contaminants in the water system. This will occur if there are problems with the chlorinator and untreated water is going into the water system. Also, contaminants may enter the water system when a water main break occurs.

When there is a concern that the water is untreated or contaminants may have entered the system, the Town will announce a boil water advisory for the protection of those ingesting the water.
The Town is not aware of any untreated water or contaminants entering the system. Chlorine levels have been checked throughout the system and are within acceptable limits.

A travelling orthopaedics program is expanding to Carbonear General Hospital to complete orthopaedic surgeries in the region starting September 25, 2023.
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, made the announcement today in Carbonear with the Honourable Tom Osborne, Minister of Health and Community Services, and Dr. Will Moores, Divisional Head of Orthopaedics, NL Health Services.
This builds on the work the travelling team of surgeons has been doing during visits to St. Anthony, which has resulted in patients receiving orthopedic surgery sooner than expected.
The program in St. Anthony has the potential to accommodate approximately 140 surgeries annually. By expanding the program to Carbonear, the Department of Health and Community Services anticipates at least 150 surgeries can be performed each year – this means a total impact of at least 290 additional orthopaedic surgeries completed annually.
Between January and July of this year, 76 surgeries were performed by the team of surgeons travelling to St. Anthony. The patients who received surgery would otherwise have to wait to get their surgery in St. John’s which can take more time given the high demand from the more concentrated population in the area.
The expansion to Carbonear is one of numerous steps, such as same day hip and knee replacement surgeries in the Northeast Avalon region, that the Provincial Government is taking to help ease the pressures of surgical backlogs in Newfoundland and Labrador.
The Department of Health and Community Services has recently announced it will implement all 32 recommendations of the Provincial Surgical Task Force, including:
Developing a centralized list of operating rooms across the province to match surgical availability with facility underutilization;
Developing a centralized surgical waitlist, encompassing all regions of the province, to optimize use of all facilities, starting with orthopedics; and
Increasing transportation options for patients who are otherwise ready for discharge.
Task force recommendations such as allowing short stays in personal care homes to increase bed capacity in acute care facilities have already been implemented.

Flags at half mast at the Town of Carbonear

Honorary fire fighter, Mr. John D. Legrow passed peacefully away surrounded by his family at the Private Josiah Squibb Memorial Pavilion, Carbonear on Sunday, July 30, 2023. Mr. LeGrow was 78 years old.

The family will be receiving relatives and friends at Slade’s Funeral Home, Powell Drive, Carbonear on Tuesday: 5-9 P.M. and Wednesday: 9:30-10:30 A.M. In lieu of flowers, as expressions of sympathy donations may be made in his loving memory to St. Vincent de Paul Food Bank.

The Funeral Service will be held on Wednesday, August 2, 2023 at 11 A.M. from the Edward Slade Memorial Chapel, Carbonear. Interment will follow at the Interfaith Cemetery, Carbonear.

Message from the Mayor and Council

On Thursday morning of last week, our Community was hit with a public safety alert, affecting our Recreation Staff and the children of the Summer Program under their care.  As this was an unprecedented event for us, I and all of Council, would like to Thank staff for their quick and professional response on ensuring the safety of all those affected.

Our recreation facilities are one of the main focal points in our Community and a very busy location.  The way our staff handled the situation on Thursday morning, assisting local authorities, clearing the area and locking down facilities was second to none.  We, as a council, are truly grateful for your efforts and commend you on a job well done.

75 years of Incorporation!

75 years!
We’ve seen the guesses for the appearance of the 75 at the Pergola Park and enjoyed the interest folks have shown.
Did you know….
The Town of Carbonear was officially incorporated July 13, 1948.
The first Mayor of Carbonear was Stephen Russell.
Mayor Russell was supported by councillors W.P Saunders, H.A Cameron, Jeremiah Thoms, E.L Powell, F.L Butt and P.J Murphy.
Term: September 20, 1948 to January 17, 1951.
Wallace Burden was the first Town Clerk.
The Town of Carbonear Council Chambers are named after Mayor Russell.

During the Regular Council Meeting last night, Deputy Mayor Sam Slade presented the Town Clerk, Cathy Somers, a plague on behalf of the Department of Municipal and Provincial Affairs. The plaque recognizes Cathy for 25 years of dedicated service to Municipal Government.

Town crew are currently on site completing emergency repairs to a water main leak on Goff Avenue.  Residents and businesses will notice water services interruptions (shut off).

The shut off will affect businesses and households on Powell Drive and Goff Avenue.

Traffic detours will be in place while crew complete repairs. Please reduce speed in the area and obey signage and flagspersons.

This Saturday, June 17th the Carbonear Volunteer Fire Department will be holding our annual Father’s Day Car Wash. The Carwash will be on the back parking lot of the TC Square, Carbonear. Come out and support the Carbonear Volunteer Fire Department. The Carwash will be at 10:00 A.M. weather permitting.

Any metals not picked up from the scheduled May collection due to the delay, will now resume being collected beginning Friday, June 16, 2023.

TAKE NOTICE that tenders are being invited for a parcel of land located at civic 162 Water Street.  This area is zoned Heritage Area. Information on uses in this zone and a description of the building lot is available at the Council Office during office hours.

Sealed tenders will be received at the Town Office up until 2:00 p.m. on Thursday, June 29, 2023.    If multiple bids are received for the same amount, a draw will be conducted to determine the successful bidder. Tenders will be opened at tender closing.

Please note that land sold by the Town of Carbonear is subject to the placement of a building on the property within a two (2) year period. Consideration of any bid will be in accordance with Section 201.2 of the Municipalities Act, 1999.

Bids are to be submitted on the form provided and placed in a sealed envelope and marked as identified in the Tender Instructions. Please contact the Town Office for a copy of the tender instructions and development standards in this zone.

Tristan and Cameron Jenkins film, “Dance Chose Me” has been selected as a finalist in the Atlantic Canada Youth FIN Film Festival.
The 2023 FIN Kids Youth Film Competition is a virtual film festival celebrating the work of young Atlantic Canadian filmmakers, and a fun and exciting opportunity for selected participants to showcase their work online.

Audiences have until June 18th to submit their vote for the FIN Kids Youth Competition Audience Choice Award.

Pondside Road from Cross Roads to Powell Drive, including French’s Road and Oates Lane. As well as Cross Roads from Pike’s Lane to Pondside Road.

Due to planned water system work, there will be a scheduled water shut off on Tuesday, May  23, 2023.  The water shut off will begin at 8 a.m. with an
update at 12 noon.

Access to parking on Water Street Update

Beginning today the parking lot next to the Canada Post Office is accessible for parking via Bannerman Street and Water Street.  Access to the parking lot via Water Street east is no longer available as the Downtown Revitalization Project Phase II contractors are now excavating and working further up Water Street East (towards Musgrave Street).

On street parking along Water Street is also available outside of the active construction zone.

The Adelaide Street Phase I Water, Sewer and Street Upgrading Project contractor is on site.

Traffic Advisory:

Detours will be in place beginning tomorrow, Wednesday, May 10, 2023. Flagpersons will be in the scope of work area directing traffic. Please follow signage and follow the instructions of the workers in the area.

Water Service Interruptions:
On Thursday, May 11, 2023 and Friday, May 12, 2023, the contractor will be completing work that may cause water service interruptions for households on Adelaide Street between Grassey Lane and Irishtown Road.  The work will begin after 8 a.m. on Thursday, May 11, 2023.
