Phase Two Downtown Revitalization Plan funding announcement

The Town of Carbonear Council was pleased to welcome Member of Parliament for Avalon, Ken McDonald, and Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, Government of Newfoundland and Labrador.
MP McDonald announced $849,732 from ACOA’s Innovative Communities Fund for the Town of Carbonear to implement Phase Two of its Downtown Revitalization Plan. Minister Crocker announced $326,820 towards the project through the Department of Industry, Energy and Technology. The Town of Carbonear is contributing $130,727.

Presentation of plaque honoring Ernest A. Cole, the first Recreation Director for the Town of Carbonear

This morning, Rex Cotter, presented a plaque honoring the Ernest A. Cole, the first Recreation Director for the Town of Carbonear.
Mr. Cotter presented the plaque to Mayor Frank Butt at the Carbonear Swimming Pool on behalf of Mrs. Audrey Cole, Rex Cotter and Fred Saunders.

FIRST RECREATION DIRECTOR
TOWN OF CARBONEAR
Ernest A. Cole was born in Carbonear in 1939. After high school graduation in 1956 he joined the Royal Canadian Air Force where he met Audrey Purschke, a native of Western Canada.
When their terms in the military were up in 1960 he and Audrey returned to his home town of Carbonear where they married and raised three children, Roger, Joanne and Scott.
Because of his electronics training in the RCAF, Ern decided to open a Television Repair Business. During his spare time he got involved with the youth of Carbonear and became an Officer in 589 Carbonear Air Cadet Squadron and helped to organize, supervise, coach and manage sports teams and sports activities and arrange tournaments in other communities in Newfoundland and mainland Canada.
In 1964 the Carbonear Boys Club was formed through the sponsorship of the local Kiwanis Club and the financial support and hard work of several local citizens of the Town. The Club was located in the abandoned Glove Factory in the west end. Because Ern had developed such a strong and respected reputation with the youth of Carbonear the Kiwanis Club called on him to run the Club. Ern welcoming the opportunity and took the position as a volunteer as he was still operating his TV repair business.
With the help of funding by the Town of Carbonear and the Provincial Government the Carbonear Recreation Commission was formed. Ern was appointed as its first Recreation Director and was able to expand service to the youth of the Town through the facilities provided by the Town and by the Boys Club. Ern continued in that position until 1968.
Beginning in 1968 Ern spent several years teaching at Davis Elementary as a Phys-Ed Instructor and worked part time with Continuing Studies of the Department of Education of Memorial University. He went on to continue his formal education eventually receiving his Bachelor of Arts and Bachelor of Education degrees from MUN and Master of Science degree in Adult Education from the Florida State University. He continued working with Memorial as their full time Continuing Studies Representative in Grand Falls Windsor and later in St. John’s becoming Associate Director of the Department.

The Town of Carbonear proclaims 2022 the Year of the Garden

At the February 22, 2022 Regular Meeting, the Town of Carbonear proclaimed 2022 the Year of the Garden.
The Year of the Garden 2022, a Centennial Celebration of Canada’s horticulture sector from January 1 to December 31, 2022, will commemorate Canada’s rich garden heritage, celebrate today’s vibrant garden culture, and create important legacies for a sustainable future.

Town of Carbonear Council statement on support of Ukraine

Many Carbonear residents have been watching the unfolding of the unprovoked attacks on the Ukrainian people.   Through technology and social media we are all connected regardless of geography, the inexcusable acts of violence and the displacement of millions of people have been horrifying to witness. Our thoughts and support are with the people of Ukraine.  As a symbol of this support, we have displayed their flag during our meeting this evening.

Additionally, the Town of Carbonear Council, staff, and residents will show their support with the raising of the Ukrainian flag at the Pergola green space flag pole.

Special weather statement in effect for:

  • Avalon Peninsula North

Rainfall, strong winds, mild temperatures, and significant snowmelt expected.

Locations: Connaigre and the Burin and Avalon peninsulas.

Time span: near noon Thursday until overnight Friday night.

Total rainfall: 30 to 60 mm (heaviest rain starting Friday afternoon).

Maximum wind gusts: south to southwest 90 to 120 km/h (strongest winds starting Friday afternoon).

Remarks: Temperatures will rise above zero near noon Thursday, eventually getting to the upper single digits Thursday night and then persisting through Friday. Showers or periods of rain and drizzle will become heavy rain Friday afternoon. Strong south to southwest winds will also accompany the mild temperatures and rain leading to significant snowmelt, water pooling, and possible flooding, especially later Friday into Friday night. The rain and wind will taper off overnight Friday night as winds shift to the northwest causing temperatures to rapidly fall back below freezing.

Storm drains, gutters, and downspouts should be cleared in preparation for rain and melting snow.

Notice: Road Closure for Tuesday, February 8, 2022

Newfoundland Power will be working in the area of Industrial Crescent this morning from around 9:30 a.m. to 12:00 p.m.

Industrial Crescent will be closed to traffic and detours will be in place.

Special Weather Statement has been issued.

Special weather statement in effect for:

Avalon Peninsula North

A prolonged period of freezing rain or ice pellets is expected.

Total freezing rain: 25 to 50 mm.
Time span: Friday through Saturday overnight.
Remarks: After a period of rain tonight, precipitation will transition to freezing rain or ice pellets by midday Friday, which could last for a prolonged period of time. Given the amount of freezing rain, ice accretion could be moderate to severe and may lead to widespread power outages.
There is still some uncertainty as to which areas will receive primarily freezing rain and which will receive ice pellets. Freezing rain warnings will likely be issued later today or tonight as details become clearer.

With all the challenges of the past couple of years, between the pandemic and our weather, the Mayor and Council wanted to proclaim February as Kindness Month to promote positive interactions and boost morale
 
We are encouraging people to “choose to be kind” and to engage in everyday acts of kindness.
 
Each day we will focus on a specific suggestion and hope you will participate!

When the ground freezes, some residents experience frozen water lines.
Residents whose water service line is prone to freezing are reminded to run a small stream of water to prevent their water service lines from freezing.

The Town does not accept responsibility for frozen water lines.

 The Town of Carbonear is accepting proposals from qualified firms to provide consulting services for the development of a Municipal Recreation Master Plan.

Reminder: Snow clearing regulations are in effect

REMINDER!
SNOW CLEARING REGULATIONS ARE IN EFFECT
Snow clearing regulations came into effect Monday, November 1, 2021.
Vehicles are not permitted to be parked or abandoned on any street reservation:
i) between the hours of 1 a.m. and 8 a.m.,
ii) during a snow fall or
iii) for 12 hours after a snow fall has ceased

Vehicle owners in violation of these regulations may be subject to a fine or having the vehicle towed at the owner’s expense.

Discretionary Development Proposal
The Town is in receipt of an application to locate a structure to utilize as an accessory building to the property of 1 White Carriage Lane.  This will result in a total floor area of all accessory building on the lot measuring 304 m2.  The maximum floor area is 81m2 for a single storey accessory building.  Council has the discretion to approve a total floor area of greater than the maximum provided the lot size is greater than 1400m  and the total lot coverage does not exceed 7% of the lot size.  For further information on the application, please contact the Town Office at 709-596-3831 or by emailing [email protected]

We are looking for anyone who may have witnessed an accident that occurred between 6:00-6:30 p.m. last night, Tuesday, January 18, 2022.  The accident occurred in the area in front of the Rorke Store Museum.

We have two new benches installed along the Promenade. (Plaque text can be found as caption on each photo)

The first bench has a view of Carbonear Pond, is located next to the CNA Carbonear campus and was donated in memory of Ern Cole, the first Director of Recreation.

The second bench has been donated by Rex Cotter and is placed next to the Pergola. The bench provides a lovely resting stop while taking in the view of Carbonear Harbour.

“Living with Grief” Support Program hosted by Eastern Health’s Pastoral Care, Ethics & Bereavement Services Department

Eastern Health’s Pastoral Care, Ethics & Bereavement Services Department invites people grieving the loss of a loved one to join an online 8-week “Living with Grief Support Program.” This information & support group is available in two timeslots. The first timeslot meets by Zoom on Tuesday nights beginning February 1, 2022 from 7:00 – 9:00 p.m. The second timeslot meets by Zoom on Thursday afternoons beginning February 3, 2022 from 1:30- 3:30 p.m. To register for either group, please email us at [email protected] or phone 777-7919.

Town of Carbonear proclaims March 26, 2022 Purple Day for Epilepsy

 

During the Town of Carbonear Regular (Virtual) Council Meeting on Tuesday, January 11th, 2022, Mayor Frank Butt signed a proclamation declaring March 26th, 2022 as the Purple Day for Epilepsy.

Purple Day was founded by nine-year-old Cassidy Megan of Nova Scotia, who wanted to let people know that if you have epilepsy you are not along; and Epilepsy is a chronic neurological disorder, which affects each person differently, estimated to affect more than 10,000 people in Newfoundland and Labrador, over 300,000 people in Canada, and 50 million people worldwide.

Christmas Tree Collection will take place on Friday, January 14th and Friday, January 21, 2022.

Please contact the Town office at 596-3831 and provide your name and civic address if you would like your christmas tree collected.

🌲 Artificial trees are not collected.
🌲 Place tree at the curb or end of your driveway no later than 8 a.m.
🌲 Remove all Christmas decorations (bulbs, tinsel, lights, etc.) before collection
🌲 Don’t place tree inside a bag as it creates a problem when chipping the trees

🌲Winter weather conditions may delay collection on the day of.

TAKE NOTICE that tenders are being invited for a parcel of land located at civic 12 Hayden Heights.  This area is zoned Residential Medium Density. Information on uses in this zone and a description of the building lot is available at the Council Office during office hours.

Sealed tenders will be received at the Town Office up until 2:00 p.m. on Thursday, January 27, 2022.    If multiple bids are received for the same amount, a draw will be conducted to determine the successful bidder. Tenders will be opened at tender closing.

Please note that land sold by the Town of Carbonear is subject to the placement of a building on the property within a two (2) year period. Consideration of any bid will be in accordance with Section 201.2 of the Municipalities Act, 1999.

Bids are to be submitted on the form provided and placed in a sealed envelope and marked as identified in the Tender Instructions. Please contact the Town Office for a copy of the tender instructions and development standards in this zone.

Notice regarding Alert Level 4 (modified) and Town of Carbonear services

We ask all members of the public to use vigilance when visiting Town facilities and amenities, in accordance with  public health guidelines.

Town facilities are continuing to offer services & have added safety measures. No In-person meetings will take place. Staff continue to be available via phone and email.

To ensure the safety of our  workplaces and our community, please do not visit a Town facility if you are ill or required to self-isolate.

Masks are required to be worn in enclosed spaces including at Town facilities as mandated by province-wide masking regulations.

The Town recognizes that it may be challenging for some to access our services online.  Seniors or those that are immune-compromised and do not have these payment options available to them, please contact the town office for further options.

BUDGET 2022 – Town of Carbonear Budget – No Tax Increases

 At a Special Meeting of the Town Council of Carbonear held on Tuesday, December 21, the 2022 Budget was presented by Finance & Administration Committee Chair, Chris O’Grady. Councillor O’Grady stated that “Adapting to COVID 19 continues to be a challenge and the Town of Carbonear, on behalf of its residents, would like to express thanks to all of the businesses, government boards and agencies, service groups and volunteers who continued to work hard every day to make our residents lives as normal as possible.” “We are pleased to announce that this budget will be attained without any increases in the tax rates”.

While delivering the details of the budget, he took the opportunity to recognize the invaluable service provided by town staff and the volunteers, including the volunteer fire department.

The largest expenditure is in Transportation Services with a projected expenditure of $2,354,358.  The condition of the Town’s roads continues to the top priority of residents.  This budget includes operating expenditure amounts for asphalt of $600,000 and $60,000 for curb and sidewalks and replacement equipment.  In excess of $4 M has been submitted in MCW applications with applicable funds budgeted for the town’s share of funding in anticipation of approval.

The total budget for recreational facilities and cultural services is $1,269,706.  Funds have been allocated for equipment and maintenance for the 2022 Under 20 Softball Nationals being hosted at the recreation complex in 2022.  Funds for other upgrades and maintenance are also included for the recreational facilities.  In addition, funds for the completion of a Recreation Master Plan are included.

The budget for Environmental Health is $733,900.  Residents are encouraged to continue to participate in curbside recycling and use the leaf and grass clippings composting site to reduce costs and environmental impacts.  Funds are allocated to complete a Waste Water Study for treatment of effluent to comply with the Federal Wastewater Effluent Regulations.

The total budget for Fire Protection is $119,655.  This includes funds for operation and maintenance of the fire department including new equipment and honorarium for the volunteer firefighters.

Council and staff will continue to investigate ways to attract more businesses and make Carbonear a great place to live, work and play.  $304,242 has been allocated to Planning and Development.

The Town continues to offer an interest adjustment to assist residents whose combined family income is below $50,000.

The Council is committed to maintaining growth and development for the Town of Carbonear providing the many amenities and services our residents deserve.  The Town of Carbonear is truly a wonderful place to live, work and play.  We look forward to the year ahead.

Municipal Plan Amendment No. 27, 2021 and Development Regulations Amendment No. 39, 2021

The Town Council of Carbonear adopted the Carbonear Municipal Plan Amendment No. 27 and Development Regulations Amendment No. 39, on December 14, 2021.

The Municipal Plan amendment will enable consideration of childcare centres in areas designated for light industrial use.  A corresponding amendment to the Development Regulations will add Childcare as a Discretionary Use in the Light Industrial land use zone, subject to conditions.

A Public Hearing is scheduled to consider objections and representations on the Municipal Plan and Development Regulations amendments.  In accordance with COVID-19 protocols, the Commissioner will not hold an in-person hearing but will receive written submissions until 4:00 p.m. on Monday, January 17, 2022.

Anyone wishing to make an objection or representation at the Public Hearing should submit a signed written statement outlining the objection or representation to the Town.

Tree Lighting event cancelled due to inclement weather

Due to the inclement weather, the Christmas Tree Lighting gathering scheduled for this evening will be cancelled.

The lights will be turned on as scheduled tonight.
