Mayor Russell was supported by councillors W.P Saunders, H.A Cameron, Jeremiah Thoms, E.L Powell, F.L Butt and P.J Murphy.

Term: September 20, 1948 to January 17, 1951.

The Town of Carbonear council chambers are named after Mayor Russell.
