For tax payments, customers are encouraged to continue to submit their payments through online banking, bank machine or by mailing in a cheque.
Credit card payments are not accepted directly but are available via Plastiq, which is a third-party provider that will charge you a fee to use this service. The link to pay by credit card can be found on the Town’s website at www.carbonear.ca under the tabs for Services, then Tax Payments, and then scroll down to the Credit Card Payment option.
Pre-authorized payments will continue as usual. Please contact the town office if you would like to set up pre-authorized payments.
Seniors or those that are immuno-compromised and do not have these payment option available to them, please contact the town office for further options.

Recycling Collection suspended for two weeks (as of February 17, 2021)
From the Eastern Regional Service Board:
In light of the COVID-19 pandemic and the return to Alert Level 5, the Eastern Regional Service Board is taking measures to proactively help prevent the spread of the virus. The ERSB will be enacting solutions for our contactors to increase social distancing.
All recycling in the Eastern Region will be suspended for two weeks.

During this ongoing COVID-19 pandemic, the safety of employees and public who avail of our services continues to be our top priority. To reduce the risk of exposing staff and residents to the virus, we have made the decision to close Waste Recovery Facilities until further notice. This applies to the Bay Bulls, Bell Island, Cavendish, Old Perlican, Harbour Grace, Placentia, Renews-Cappahayden, St. Joseph’s, Sunnyside, Clarenville and Whitbourne Waste Recovery Facilities.
ERSB will continue to monitor the situation and will return to normal operations as soon as it is safe to do so and will provide regular updates.

To the residents of Carbonear,
The recent rise in cases of Covid-19 has caused increased concern and stress to the residents of the Town of Carbonear and surrounding areas. The Town is closely monitoring the Public Health Advisories and will continue to provide updates on our website and social media accounts. We ask the residents to follow the recommendations of the Chief Medical Officer of Health.
It is advised that people should not travel in or out of the St. John’s metropolitan area unless for essential purposes. Outdoor activities including walking, hiking or snowshoeing are encouraged with physical distancing.
We ask our residents to continue to practice physical distancing, wear a mask and wash your hands. Also, please be kind and take care of each other. We are all in this together and together we will get through this!

Newfoundland and Labardor Summer Games (Carbonear- Harbour Grace 1992) Inc. Scholarship Application
The 1992 Summer Games Scholarship Committee has earmarked an annual sum of money for the provision of a limited number of scholarships for post secondary students. The value of these scholarships will vary, depending upon the amount of money available each year. Athletic performance in conjunction with academic program and community involvement will receive the primary focus in making award decisions. Awards are made at the discretion of the Scholarship Committee.
Applicants are asked to note the following conditions regarding eligibility and criteria, and the necessary supporting documentation.
Eligibility and Criteria:
1. Minimum three (3) years residency in the Town of Carbonear.
2. A Level III Graduate studies in the year for which the scholarship is awarded
3. Full time acceptance at a recognized post-secondary institution
4. Record of athletic and community participation, performance and contribution.
Supporting Documentation:
A transcript of marks for the most recently completed year or term of study, and, if applicable, an official statement of grades for the current year.
Proof of acceptance from this institution shall be provided.
List athletic achievements and involvement in community activities. Provide a letter of reference from an individual who is knowledgeable about your involvement.

At a Special Meeting of the Town Council of Carbonear held on Thursday, December 10, the 2021 Budget was presented by Finance Committee Chair, Chris O’Grady. Deputy Mayor O’Grady stated that “This is the first budget in the history of the Town presented remotely due to the imposed restrictions of the COVID-19 pandemic”. “This budget is based on our mandate to provide quality services to our residents and business; providing for growth and development while demonstrating practical and prudent management.”
While delivering the details of the budget, he took the opportunity to recognize the invaluable service provided by town staff and the volunteers, including the volunteer fire department.
The balanced 2021 budget totals $8,576,020. Due to COVID-19 pandemic restrictions, some work and expenditures were put on hold resulting in a surplus of funds in 2020. With this surplus being carried forward to 2021 combined with the increase in property assessments, the council has decided to implement a decrease in property tax rates for 2021. Residential property tax will decrease from 6.9 mills to 6.75 mills and commercial property tax will decrease from 9.25 mills to 9 mills.
The largest expenditure is in Transportation Services with a projected expenditure of $2,735,297. The condition of the Town’s roads continues to be the top priority of residents. This budget includes operating expenditure amounts for asphalt of $920,000 and $60,000 for curb and sidewalks and replacement equipment. In excess of $5 M has been submitted in MCW applications with applicable funds budgeted for the towns share of funding in anticipation of approval.
The total budget for recreational facilities and cultural services is $1,152,668. Additional funds for further repairs have been provided to supplement the work at the pool facility in 2020. Funds have been allocated for softball huts, scoreboards and other maintenance in hopes of the 2020 U19 Softball Nationals being hosted at the recreation complex in 2021. Other upgrades are planned to the playground and basketball court at the recreation complex. Funds have been allocated for the Town’s share of the expansion to the Princess Sheila NaGeira Theatre.
The budget for Environmental Health is $746,189. Residents are encouraged to continue to participate in the curbside recycling and use the leaf and grass clippings composting site to reduce costs and environmental impacts.
Funds continue to be allocated for a future sewage treatment facility which will be required to comply with the Federal Wastewater Effluent Regulations.
The total budget for Fire Protection is $106,250. Additional funds have been allocated to replace all of the self-contained breathing apparatus at an estimated cost of $120,000. The town has also allocated funds for the new fire pumper expected to arrive in early 2021.
Funds have been allocated for the next phase of the Downtown Revitalization Project. Council and staff will continue to investigate ways to attract more businesses and has allocated $244,843 in Planning and Development. There was a total of 509 development permits issues in 2020 with an estimated development value of $3.9 M.
The Town continues to offer an interest adjustment to assist residents whose combined family income is below $50,000.
The Council is committed to maintaining growth and development for the Town of Carbonear and providing the many amenities and services our residents deserve. The Town of Carbonear is truly a wonderful place to live, work and play. We look forward to the year ahead.
Mayor Butt expressed that this was a good budget for the town and was pleased that Council could provide a reduction in property taxes in 2021 for its residents and corporate citizens. He thanked the committee for their efforts in preparing the 2021 budget.

Reminder: Snow Clearing Regulations Are Now In Effect
From November 1st to April 30th,vehicles are not permitted to be parked or abandoned on any street reservation between the hours of 1:00 a.m. to 8:00 a.m. ,during a snowfall or for 12 hours after a snow fall has ceased. Vehicle owners in violation of these regulations may be subject to a fine or having the vehicle towed at the owner’s expense.
The Town of Carbonear will not take responsibility for damage to fences, garbage boxes, trees, lawns or other structures located within the street reservation. Damage caused by the weight of the snow or “lawn browning” will not be the responsibility of the Town. Residents and businesses are not permitted to shovel, plow or cause to be shoveled, plowed or blown, any snow from a driveway, walkway or parking lot unto any street within the town.
A copy of the Snow Clearing Regulations and Damage Policy can be viewed at the Town Office or the Town Website. Anyone in violation of these regulations is guilty of an offence under these regulations.

The Carbonear Volunteer Fire Department are hosting a Drive thru Open House this Saturday from 2 to 4 p.m.
They will be setting up their equipment for the general public to view. Anyone who would like to view equipment are asked to follow COVID-19 guidelines by remaining in your vehicle. The Carbonear Volunteer Fire Department hope to see you there!

In person meetings are not taking place at this time, but where required, meetings can be arranged by telephone or video-conferencing.
Due to COVID-19, we’ve implemented measurers to ensure the safety of patrons & staff & we are asking residents to help our efforts.
They include the following:
- Do NOT enter if you are sick or experiencing 2 or more of the common symptoms of COVID-19 (ie. Fever, cough, sore throat, headache, nausea/vomiting, diarrhea, runny nose, loss of sense of taste or smell)
- Do NOT enter if you have travelled in the last 14 days outside the Atlantic Provinces or outside the communities along the Labrador-Quebec border.
- Do NOT enter if you have been in close contact with anyone who has travelled outside the Atlantic Provinces in the past 14 days who has developed COVID-19 symptoms
- Do NOT enter if you have been in close contact with a known or suspected case of COVID-19 in the last 14 days.
- Wear a mask
- Use hand sanitizer when entering & exiting the building
- Practice physical distancing (two meters apart)
- No loitering
Entrance/Exit:
The Carbonear Public Library will be utilizing the entrance that faces Water Street for their patrons to enter and exit to access library services.
Town office patrons MUST enter & exit via the south entrance (facing Carbonear Pond/parking lot).
Washroom facilities are NOT open to the public

This year’s theme “Support Breastfeeding for a Healthier Planet” highlights the impact of infant feeding on the environment and the imperative to protect, promote, and support breastfeeding for the health of people and the planet.

September 30: Carbonear (East of Bunker’s Hill)
October 14: Carbonear (North of Valley Road to and including Bunker’s Hill)
October 28: Carbonear (South of and including Valley Road)
Residents must have items curbside/roadside by 7 a.m. on the day collection begins.
It may take a number of days for bulk items to be collected from all residences. To be as efficient as possible, not all materials will necessarily be collected at once. For example, furniture may be collected on day one and metal collected the following day. Glass shall be boxed and “GLASS” written on items for the safety of collectors. Tree limbs must be tied in bundles less than 1.5 m (4 ft), less than 22 kg (50 lbs)
Community Safety Reminder regarding ATV Use
ATV Safety Points to Remember:
AGE
A person must be 16 to operate an adult size ATV (over 90cc).
A person aged 14 or 15 can operate an ATV up to and including 90cc, if accompanied and supervised by a person 19 years of age or older.
A person under 14 years of age is not permitted to operate any size ATV
Where an ATV can be used:
Bogs and environmentally sensitive areas are out of bounds with the exception of big game retrieval. The details of same should be known to hunters.
ATVs are not permitted on a highway except to cross from one side to another and the operator must have insurance to do so.

WHEREAS: THERE ARE ABOUT 10,000 CHILDREN LIVING WITH CANCER IN CANADA TODAY;
AND
WHEREAS: EACH YEAR, ABOUT 1600 CASES ARE DIAGNOSED; OVER 25 OF WHICH ARE CHILDREN IN NEWFOUNDLAND AND LABRADOR;
WHEREAS: IN CANADA, CHILDHOOD CANCER REMAINS RESPONSIBLE FOR MORE DEATHS FROM ONE YEAR THROUGH ADOLESCENCE THAN ANY OTHER DISEASE; AND
WHEREAS: ABOUT ONE IN FOUR CHILDREN WHO ARE DIAGNOSED WITH CANCER WILL DIE OF THE DISEASE;
WHEREAS: BECAUSE OF SIGNIFICANT ADVANCES IN THERAPY, 78% OF CHILDREN DIAGNOSED WITH CANCER WILL SURVIVE 5 YEARS OR MORE, AN INCREASE OF
ALMOST 46% SINCE THE EARLY 1960S.
WHEREAS: CHILDHOOD CANCERS HAVE CLOSE TO A 75% CURE RATE, WITH LEUKEMIA LEADING THE SUCCESS CHARGE WITH CLOSE TO 90% OVERALL CURE RATE.
NOW THEREFORE: I, FRANK BUTT, ON BEHALF OF THE TOWN OF CARBONEAR, DO HEREBY PROCLAIM SEPTEMBER 2020 AS “C HILDHOOD CANCER AWARENESS MONTH” IN THE TOWN OF CARBONEAR.

Back to School Community Clean Up! Monday, September 14 to Saturday, September 19,2020
Register on Thursday, September 10, 2020 2:30—4:30 p.m. at the Carbonear Pool. Pick up your bags and disposable gloves.
Between September 14 to the 19th, clean up an area in our community. Message the Carbonear Pool and Recreation facebook page with your location for staff to collect bags.
Everyone who participates will be entered to win a $500 donation to a local charity of your choice. (Charity must be a registered non-profit organization)
