What are we doing?

Phase 1 of a multi-year project that will replace aging infrastructure, as well as install new sidewalks has begun.

Phase One focuses on the following downtown section, Water Street (in front of the Carbonear Railway Museum) to Bannerman Street.

The Tender for Phase 1 of the Downtown Revitalization Project has been awarded to Cougar Engineering and Construction Ltd.

You may have already noticed Cougar employees on Water Street. This week you will see their crew on Water Street as they begin with set-up of temporary water services.

Breaking ground will begin on Monday, April 29th. This work will start in front of the Railway Station Museum.

Construction work schedule will be as follows:

Monday-Thursday: 7 a.m. – 7 p.m.
Friday: 7 a.m.- 12 noon.
No Weekend Construction (Saturday and Sunday)

Good morning!

Construction crew are continuing work at the intersection of Bannerman Street & Water Street.

Access to Water Street via Bannerman Street is closed.

Traffic travelling west on Water Street will continue to be detoured via Musgrave Street.

Please note: if you would like to access businesses on Water Street from Musgrave Street to Bannerman Street – local traffic can.

Update: Wednesday, May 22, 2019

 

Due to the fact they will be continuing to dig in the centre of the intersection of Bannerman Street and Water Street- detours will still be in place as they were today.
Detours will continue to be in place at Adelaide Street & Musgrave Street.

Only local traffic via Musgrave Street to Water Street (up to Bannerman Street).

No access to Water Street via Bannerman Street or O’Donovan’s Lane.

Update: Victoria Day Weekend

As of noon on Friday, May 17th, 2019 Water Street is open.

Construction crews will return to the site on Tuesday, May 21, 2019 at 7 a.m. to continue work.

Expect detours on Tuesday, May 21st, 2019.  Access to Water Street via Bannerman Street will be closed as crews work in that intersection.

Update: Friday, May 17th, 2019

Construction crews will be continuing work between Adelaide Street and O’Donovan’s. Reminder on Friday’s the construction schedule is 7 a.m. to 12 p.m.

As it is a holiday weekend, and we expect more traffic on Water Street, construction crews will spend some time levelling out the road to open at noon.
Construction crews will finish up at noon on Friday, May 16th and will be back on site on Tuesday, May 21st, 2019 (Monday is a holiday).

Hey folks!

Water Street is open between Bannerman Street and O’Donovan’s Lane this afternoon.

Construction crews are currently working between Adelaide Street and O’Donovan’s Lane.

Update: Wednesday, May 15, 2019

Tomorrow, Thursday, May 16th, 2019 crews will be continuing work on the section of road from O’Donovan’s Lane to Bannerman Street.

They will need to close off Bannerman Street access to Water Street.

The following detour will be in place tomorrow:

Traffic will continue to be detoured at O’Donovan’s Lane.

Traffic heading west on Water Street will have to detour at Musgrave Street.

Local traffic only from Musgrave Street to Bannerman Street.

Update:  Tuesday, May 14th, 2019

 

O’Donovan’s Lane is open with access to Water Street.

Cougar Crews are working on the section of road between O’Donovan’s Lane and Bannerman Street. They are expecting to be working on this
section throughout the rest of the week, therefore the detours will be in place for that duration. Further update on Friday, May 17th, 2019 or sooner if any changes to the work plan occur.

There is pedestrian access to the Salvation Army Thrift Store and The Sewing Room.

Update: Friday, May 10th, 2019

Construction crews are finished for the day on the Downtown Revitalization Phase One Project.

Water Street is OPEN.

Please watch your speeds as the area from Adelaide Street to Bannerman Street is a construction zone.

Construction crews will be back at 7 a.m. on Monday morning.

Update Map 9th, 2019

Water Street will be closed between O’Donovan’s Lane & Kim’s Lane. Therefore access to Water Street from both O’Donovan’s Lane and Kim’s Lane will be closed.

Local traffic to businesses on the west side of construction (from Bannerman Street direction) can do so thru the Bannerman Street barricade. The Flagpersons will be allowing local traffic thru to businesses.

Detours are still in place for traffic.  A section of Water Street from Adelaide Street to O’Donovan’s Lane is closed to traffic.

Water Street will be closed from Adelaide Street to O’Donovan’s Lane.

Detour signs will be posted along the detour route.

Water Street is now open to traffic.

Construction will begin again Monday, May 6th at 7 a.m.

We’ll post updates on Monday regarding construction and detours.

As we end a week of construction on Water Street, just a reminder to keep checking our social media accounts and website for updates on the Downtown Revitalization Phase One and the detours. The construction work will be completed in sections along Water Street to Bannerman Street, therefore, the detours will change.

You’ll notice we have also posted signage at the lights on Columbus Drive and Fox Farm Road, as well as at the intersection of Route 70 and Highroad North indicating that Downtown Carbonear is OPEN for business during construction.

Additionally, signs have been posted on Highroad South, Powell Drive, Valley Road and Highroad North informing people that Yes! Downtown
Carbonear is open for business.

We have also ordered signs to post along poles leading to the construction area.

Detour signs are posted all along the applicable detour route, with barricades in place where roads are closed.

We appreciate your support and patience during this phase of revitalization.

Detour beginning Wednesday, May 1st, 2019

The construction is moving along on Water Street. Crews are finished up removing asphalt from the road to begin underground work on sections of the street.

Digging will begin on Wednesday, May 1st, 2019 in front of the Carbonear Railway Station. The first section will be from the area in front of the Carbonear Railway Station to Adelaide Street.

Therefore, there will be detours on Wednesday.

Traffic will be detoured to Pike’s Lane and be able to access Water Street through side streets ie. O’Donovan’s.

The map illustrates the detour and the portion of the road closure.

Green fencing has also been posted to provide pedestrians with walking access as the work continues.
