What are we doing?

Phase 1 of a multi-year project that will replace aging infrastructure, as well as install new sidewalks has begun.

Phase One focuses on the following downtown section, Water Street (in front of the Carbonear Railway Museum) to Bannerman Street.

The Tender for Phase 1 of the Downtown Revitalization Project has been awarded to Cougar Engineering and Construction Ltd.

You may have already noticed Cougar employees on Water Street. This week you will see their crew on Water Street as they begin with set-up of temporary water services.

Breaking ground will begin on Monday, April 29th. This work will start in front of the Railway Station Museum.

Construction work schedule will be as follows:

Monday-Thursday: 7 a.m. – 7 p.m.
Friday: 7 a.m.- 12 noon.
No Weekend Construction (Saturday and Sunday)

UPDATE:  Thursday, October 10, 2019

Good afternoon folks,

The Part C phase of the Downtown Revitalization Project will be commencing on Tuesday, October 15th, 2019. Contractors will be on site on Tuesday to begin work that includes sidewalks, street lights, and landscaping.

Initial work will involve demolition which may include demolition of steps, existing concrete. Temporary steps will be put in place to ensure access to businesses.

Here is your update for Thursday, June 13th.

Bannerman Street will be open.

At the beginning of the day, the detour will be located at Pike’s Lane. As they finish up work and move along Water Street they will open up Adelaide Street.

O’Donovan’s Lane will be closed all day.

Clients of Medical and Physical Therapy Supplies Ltd., can notify the flagperson who will help them reach the business.

Update: Wednesday, June 12, 2019

The Construction crew will be working at the intersection of Bannerman Street and Water Street. Therefore, Wednesday, June 12th, Bannerman Street will be closed to traffic.

The detour will be located at Musgrave Street. A flagperson will be at the detour and local traffic will be allowed thru.

Also the construction crew will begin removing curb and sidewalk starting around the Railway Station and moving forward to Bannerman Street along Water Street. Due to this, in the morning, there will be a detour at Pike’s Lane until the crew have moved past Adelaide Street. As they move along Water Street to Bannerman Street detours will change.

 

Update: Tuesday, June 11, 2019

For Tuesday, June 11th, there will be a detour at Pike’s Lane as Adelaide Street will be closed during parts of the day. A flagperson will be set up at Pike’s Lane. Access to Princess Sheila Theatre, Town Office, and Busy Hands Arts & Crafts will be available via Water Street. Flagperson will allow local traffic thru at Pike’s Lane detour.

Additionally, there will be a flagperson stationed just past Bannerman Street heading west. Detour at Bannerman Street.

Today, Wednesday, June 5th, we will have multiple areas of work happening again on Water Street.

Therefore, traffic will be detoured at the following points:

Traffic will be detoured at Pike’s Lane. A flagsperson will be on site to direct traffic.

PLEASE NOTE: Local traffic will be allowed through for access to the Princess Sheila NaGeira Theatre, Town Office, and Busy Hand Arts and Crafts.

Traffic will detoured at Bannerman Street.

Tuesday, June 4th, we will have 3 areas of work happening on Water Street.

Due to this work, traffic will be detoured at the following points:

Traffic will be detoured at Pike’s Lane due to work happening between Adelaide Street and O’Donovan’s Lane. A flagsperson will be on site to direct traffic. Local traffic will be allowed through for access to the Princess Sheila NaGeira Theatre, Town Office, and Busy Hand Arts and Crafts.

Traffic will be detoured at O’Donovan’s Lane. A flagsperson will be on site to direct traffic. Local traffic will be allowed through for access to Medical and Physical Therapy Supplies.

Traffic will detoured at Musgrave Street. Work will be happening at the intersection of Bannerman Street and Water Street. Please Note: The Musgrave Street detour will only take place from 8 a.m. to 12 p.m. Local traffic will be allowed thru.

Update: Friday, May 30, 2019  8:30 a.m.

Construction crews are continuing work requiring access to parts of Water Street to be closed between Adelaide Street to Bannerman Street.

The following detours will be in place this morning:

Both Adelaide Street & Bannerman Street are open.

There is a flagsperson stationed at Adelaide Street to direct traffic through the Adelaide Street detour.

Traffic travelling West on Water Street will be detoured at Bannerman Street.

Pedestrian access to the following businesses: Salvation Army Thrift Store, Main Street, The Sewing Room, Medical and Physical Therapy Supplies is available via Bannerman Street and O’Donovan’s Lane.

Update:  Thursday, May 29, 2019

Construction crews currently are working in two areas of Water Street this morning. They are continuing water main and sewer work, and because of this work they need to close off access to the area of Water Street between Adelaide Street to Bannerman Street for a duration of time today.

Adelaide Street is open. A Flagsperson is set up at Adelaide Street to guide drivers thru the Adelaide Street detour.

Access to Water Street is still available via Bannerman Street as well.

Pedestrian access to the following businesses: Salvation Army Thrift Store, Main Street, The Sewing Room, Medical and Physical Therapy Supplies is available via Bannerman Street and O’Donovan’s Lane.

Construction crews are working in the area on Water Street between O’Donovan’s Lane and Bannerman Street.

Access to Water Street via Bannerman Street is open. Lanes are reduced at the intersection.

Local traffic can access businesses from Adelaide Street to O’Donovan’s Lane.

Construction crew are continuing work at the intersection of Bannerman Street & Water Street.

Access to Water Street via Bannerman Street is closed.

Traffic travelling west on Water Street will continue to be detoured via Musgrave Street.

Please note: if you would like to access businesses on Water Street from Musgrave Street to Bannerman Street – local traffic can.

Due to the fact they will be continuing to dig in the centre of the intersection of Bannerman Street and Water Street- detours will still be in place as they were today.
Detours will continue to be in place at Adelaide Street & Musgrave Street.

Only local traffic via Musgrave Street to Water Street (up to Bannerman Street).

No access to Water Street via Bannerman Street or O’Donovan’s Lane.

Update: Victoria Day Weekend

As of noon on Friday, May 17th, 2019 Water Street is open.

Construction crews will return to the site on Tuesday, May 21, 2019 at 7 a.m. to continue work.

Expect detours on Tuesday, May 21st, 2019.  Access to Water Street via Bannerman Street will be closed as crews work in that intersection.

Update: Friday, May 17th, 2019

Construction crews will be continuing work between Adelaide Street and O’Donovan’s. Reminder on Friday’s the construction schedule is 7 a.m. to 12 p.m.

As it is a holiday weekend, and we expect more traffic on Water Street, construction crews will spend some time levelling out the road to open at noon.
Construction crews will finish up at noon on Friday, May 16th and will be back on site on Tuesday, May 21st, 2019 (Monday is a holiday).

Water Street is open between Bannerman Street and O’Donovan’s Lane this afternoon.

Construction crews are currently working between Adelaide Street and O’Donovan’s Lane.

Update: Wednesday, May 15, 2019

Tomorrow, Thursday, May 16th, 2019 crews will be continuing work on the section of road from O’Donovan’s Lane to Bannerman Street.

They will need to close off Bannerman Street access to Water Street.

The following detour will be in place tomorrow:

Traffic will continue to be detoured at O’Donovan’s Lane.

Traffic heading west on Water Street will have to detour at Musgrave Street.

Local traffic only from Musgrave Street to Bannerman Street.

Update:  Tuesday, May 14th, 2019

 

O’Donovan’s Lane is open with access to Water Street.

Cougar Crews are working on the section of road between O’Donovan’s Lane and Bannerman Street. They are expecting to be working on this
section throughout the rest of the week, therefore the detours will be in place for that duration. Further update on Friday, May 17th, 2019 or sooner if any changes to the work plan occur.

There is pedestrian access to the Salvation Army Thrift Store and The Sewing Room.

Update: Friday, May 10th, 2019

Construction crews are finished for the day on the Downtown Revitalization Phase One Project.

Water Street is OPEN.

Please watch your speeds as the area from Adelaide Street to Bannerman Street is a construction zone.

Construction crews will be back at 7 a.m. on Monday morning.

Update Map 9th, 2019

Water Street will be closed between O’Donovan’s Lane & Kim’s Lane. Therefore access to Water Street from both O’Donovan’s Lane and Kim’s Lane will be closed.

Local traffic to businesses on the west side of construction (from Bannerman Street direction) can do so thru the Bannerman Street barricade. The Flagpersons will be allowing local traffic thru to businesses.

As we end a week of construction on Water Street, just a reminder to keep checking our social media accounts and website for updates on the Downtown Revitalization Phase One and the detours. The construction work will be completed in sections along Water Street to Bannerman Street, therefore, the detours will change.

You’ll notice we have also posted signage at the lights on Columbus Drive and Fox Farm Road, as well as at the intersection of Route 70 and Highroad North indicating that Downtown Carbonear is OPEN for business during construction.

Additionally, signs have been posted on Highroad South, Powell Drive, Valley Road and Highroad North informing people that Yes! Downtown
Carbonear is open for business.

We have also ordered signs to post along poles leading to the construction area.

Detour signs are posted all along the applicable detour route, with barricades in place where roads are closed.

We appreciate your support and patience during this phase of revitalization.

Detour beginning Wednesday, May 1st, 2019

The construction is moving along on Water Street. Crews are finished up removing asphalt from the road to begin underground work on sections of the street.

Digging will begin on Wednesday, May 1st, 2019 in front of the Carbonear Railway Station. The first section will be from the area in front of the Carbonear Railway Station to Adelaide Street.

Therefore, there will be detours on Wednesday.

Traffic will be detoured to Pike’s Lane and be able to access Water Street through side streets ie. O’Donovan’s.

The map illustrates the detour and the portion of the road closure.

Green fencing has also been posted to provide pedestrians with walking access as the work continues.
