Re: Water Shut Off – Thursday, September 7

The Town would like to thank residents for their patience during the water main upgrade that took place on Thursday, September 7 into the early morning of Friday, September 8. It is very inconvenient to be without water service, but unfortunately, to complete this upgrade, there was no other alternative. Upgrades to the infrastructure, though inconvenient, improves water quality and reduces the need for shutdowns due to older infrastructure in the future.

The Town would like to thank the contractor who started this work early morning on Thursday, and worked into Friday morning to complete this upgrade.

The Town would also like to thank its staff who started to turn on the water at 1 a.m. after upgrades were completed and stayed on until 8 a.m. this morning to restore water to the Town so
residents and businesses had water restored for this morning.

Again, thank you to all involved!

Travelling Orthopaedics Program Expansion to increase access to surgeries

Travelling Orthopaedics Program Expansion to Increase Access to Surgeries
Executive Council
Health and Community Services
September 5, 2023
A travelling orthopaedics program is expanding to Carbonear General Hospital to complete orthopaedic surgeries in the region starting September 25, 2023.
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, made the announcement today in Carbonear with the Honourable Tom Osborne, Minister of Health and Community Services, and Dr. Will Moores, Divisional Head of Orthopaedics, NL Health Services.
This builds on the work the travelling team of surgeons has been doing during visits to St. Anthony, which has resulted in patients receiving orthopedic surgery sooner than expected.
The program in St. Anthony has the potential to accommodate approximately 140 surgeries annually. By expanding the program to Carbonear, the Department of Health and Community Services anticipates at least 150 surgeries can be performed each year – this means a total impact of at least 290 additional orthopaedic surgeries completed annually.
Between January and July of this year, 76 surgeries were performed by the team of surgeons travelling to St. Anthony. The patients who received surgery would otherwise have to wait to get their surgery in St. John’s which can take more time given the high demand from the more concentrated population in the area.
The expansion to Carbonear is one of numerous steps, such as same day hip and knee replacement surgeries in the Northeast Avalon region, that the Provincial Government is taking to help ease the pressures of surgical backlogs in Newfoundland and Labrador.
The Department of Health and Community Services has recently announced it will implement all 32 recommendations of the Provincial Surgical Task Force, including:
Developing a centralized list of operating rooms across the province to match surgical availability with facility underutilization;
Developing a centralized surgical waitlist, encompassing all regions of the province, to optimize use of all facilities, starting with orthopedics; and
Increasing transportation options for patients who are otherwise ready for discharge.
Task force recommendations such as allowing short stays in personal care homes to increase bed capacity in acute care facilities have already been implemented.
Quotes
“The travelling orthopaedic team is one of our government’s innovative solutions to help improve access to health care for all Newfoundlanders and Labradorians, and we are excited that it will start surgeries at the Carbonear General Hospital before the end of the month. The expansion to Carbonear, and other actions our government is taking, will help improve access to surgery for patients throughout the province.”
Honourable Dr. Andrew Furey
Premier of Newfoundland and Labrador
“Expanding the travelling orthopaedic program to Carbonear General Hospital is another step to reduce surgical backlogs and wait times in our province. Work is also underway on the 32 recommendations made by the Provincial Surgical Task Force, and we look forward to seeing more steps taken to increase access to orthopedic surgeries in other parts of the province in the near future.”
Honourable Tom Osborne
Minister of Health and Community Services
“Newfoundland and Labrador Health Services’ division of orthopaedics is pleased to begin arthroplasty at the Carbonear General Hospital. This program is increasing surgical capacity in the province to complete orthopaedic procedures and will help to stabilize the current waitlist. This approach, and other innovative ideas, represents the future of orthopaedic care in our province.”
Dr. William Moores, Divisional Head of Orthopaedics
Newfoundland and Labrador Health Services
“As MHA for Carbonear – Trinity – Bay de Verde, I applaud and welcome the expansion of the travelling orthopaedic program to Carbonear. This will not only have a positive impact on my constituents and people in the region, but it will also benefit all residents of Newfoundland and Labrador as waitlist times will be reduced and access to these surgeries, most of which directly impact quality of life and mobility, is improved.”
Honourable Steve Crocker
Minister of Tourism, Culture, Arts and Recreation and MHA for Carbonear – Trinity – Bay de Verde

Message from the Mayor and Council

On Thursday morning of last week, our Community was hit with a public safety alert, affecting our Recreation Staff and the children of the Summer Program under their care.  As this was an unprecedented event for us, I and all of Council, would like to Thank staff for their quick and professional response on ensuring the safety of all those affected.

Our recreation facilities are one of the main focal points in our Community and a very busy location.  The way our staff handled the situation on Thursday morning, assisting local authorities, clearing the area and locking down facilities was second to none.  We, as a council, are truly grateful for your efforts and commend you on a job well done.

Special Weather Statement in effect: A prolonged period of very cold wind chills is expected.

Special Weather Statement in effect:  A prolonged period of very cold wind chills is expected.

10:51 AM NST Friday 24 February 2023
Special weather statement in effect for:

  • Avalon Peninsula North

A prolonged period of very cold wind chills is continues.

Coldest wind chills: -30 to -25.

Locations: Most of Newfoundland.

Time span: continuing into next week.

Remarks: An arctic airmass will cause overnight and early morning wind chills to approach warning criteria over the next several days, especially for inland areas where overnight lows are generally colder than along the coast.

At this time there is uncertainty on when the cold wind chills will moderate. However, they are likely to continue until at least Monday.

Please continue to monitor alerts and forecasts issued by Environment Canada. To report severe weather, send an email to [email protected] or tweet reports using #NLwx.

Cold Weather Safety Tips

  • Listen to the weather forecast.  Check the Environment Canada weather forecast before going out.
  • Reduce outdoor activities for the whole family, including pets.
  • If heading outside, dress in several layers of loose-fitting, lightweight clothing instead of a single heavy layer. Outer garments should be tightly woven and water repellent.
  • Wear a hat, mittens (not gloves or add over gloves), and sturdy waterproof boots to protect your arms, legs, hands and feet. Cover your mouth with a scarf to protect your lungs.  Cover as much exposed skin as possible.
  • Wear warm and waterproof footwear.  Be careful of icy walkways!
  • If possible, limit the time you spend outside.
  • Know the symptoms of and watch out for cold-related illnesses. Call 9-1-1 to report emergencies.

Watch for signs of frostbite and hypothermia.
    Frostbite:
A more severe condition where both the skin and the underlying tissue (fat, muscle, bone) are frozen.  Skin appears white and waxy and is hard to the touch.  People with frostbite will have no sensation in the area, only a numb or tingling.
    Hypothermia:
A prolonged period of time can cause a drop in body temperature.
Shivering, confusion and loss of muscular control (e.g., difficulty walking) can occur.
Can be a life threatening condition where shivering stops or the person loses consciousness. Cardiac arrest may occur.

  • Follow recommended safety precautions when using space heaters, a fireplace, or a woodstove to heat your home. Keep a fire extinguisher handy.
  • Make sure emergency generators or secondary heating systems are well ventilated.
  • When the ground freezes and temperatures drop, some residents experience frozen water lines.  Residents whose water service line is prone to freezing are reminded to run a small stream of water to prevent their water service lines from freezing.
  • Be a good neighbor. Check on family, friends, and neighbors, especially the elderly, those who live alone, those with medical conditions, and those who may need extra help.
  • If it is too cold for you to be out, remember it is too cold for pets to be outside as well. Cats and dogs should be kept inside during cold weather
