Annual Christmas Tree Collection and Branch Collection will take place on Tuesday, January 20, 2026.
In addition to the Annual Christmas Tree Collection, due to the high winds on Monday, January 12, 2026, the Town will be assisting residents with clean- up of branches/tree limbs.
Residents are asked to please contact the Town office at 709-596-3831 & provide your name & civic address for collection. Deadline is 4:00 p.m. Monday, January 20, 2026
Christmas trees and bundled branches/tree limbs must be placed curbside by 8:00 a.m. Tuesday, January 20, 2026 by those registered for collection.

Eastern Regional Service Board Letter to Communities Affected by Recent Service Disruptions
We want to acknowledge—and sincerely apologize for—the ongoing disruptions to garbage collection services that many of you are experiencing. We understand how frustrating and inconvenient delayed collections can be, and we appreciate your patience and understanding during this challenging period.
Several factors occurring at the same time have contributed to these service issues. While these factors help explain the situation, they do not excuse the level of service residents have experienced. We know we can—and must—do better.
What caused the disruptions
- Since before Christmas 2025 and continuing into January 2026, the Avalon region of Newfoundland has experienced persistent winter weather. Snow, ice, rain, extreme cold, and poor road conditions have affected collection routes and schedules.
- Higher-than-normal volumes of household waste, particularly following the Christmas holidays, have placed additional pressure on the system.
- Unexpected mechanical issues with collection equipment used by our contractors in several affected areas further impacted service.
- Accident due to weather conditions that resulted in one contractor experiencing a collection vehicle written off.
What we’re doing about it
We are actively working with our contractors to address equipment and operational issues, improve consistency and reliability, and restore the level of service residents expect and deserve. Balancing affordability with service quality remains a top priority, ensuring that you—the customer—receive the best possible service at lowest cost.
How residents can help
You can help us respond more effectively by:
- Reporting missed collections as soon as possible, which allows us to track issues accurately and follow up where needed.
- Signing up for Voyent Alert, a free and anonymous notification service that provides real-time updates on collection delays and service changes.
- Increasing recycling where possible, as reducing the amount of garbage at the curb helps ease pressure on the system, especially during peak periods.

On Tuesday, December 30, 2025, the Town of Carbonear held a Special Council Meeting for the release of Budget 2026. Finance and Administration Standing Committee chairperson, Peter Snow, presented the 2026 Budget for the Town of Carbonear.
Overall Budget
- Balanced 2026 operating budget: $9,221,719
- Continued commitment to prudent financial management while maintaining service levels.
- Town remains deficit free with a Debt Servicing Ratio of 15%, well below the 30% recommended threshold.
Taxation & Affordability
- Mill rate reduced by 0.25 mills:
- Residential: 6.5 mills
- Commercial: 8.75 mills
- Interest-free tax payment plan continues.
- Household income eligibility threshold increased from $60,000 to $70,000.

The Town of Carbonear would like to advise property owners that the annual water main flushing program starts November 17, 2025

During this time some discoloration and reduction in water pressure may occur. Residents are asked to refrain from washing clothes and other related activities when flushing is taking place in your area.
If you notice discoloration, please run the cold water tap (preferably one without a screen such as in the bath tub) until the water clears to remove any sediment that may have entered their service lines during the flushing in their area. Discoloration in the water will be temporary.

Royal Canadian Legion Branch 23 Remembrance Day Service Information
The Royal Canadian Legion will be parading from the Municipal Parking Lot to the Cenotaph, between 10:30 and 10:45, to have their service start at the Cenotaph at 11:00.
Their parade will be led by the Regimental Band this year.
Once formed up at the Cenotaph, they will begin the service, and wreath laying
After the service, there will be a Lite Lunch and Refreshments back at the Legion, with a separate area for the younger participants, children, and teenagers, with a matinee of music from the Regimental Band, which will be held upstairs at the branch

Water Conservation Notice is still in effect
The Water Conservation Notice is still in effect. Residents are reminded to continue with water conservation measures to maintain essential water services.
Water levels in the water supply are monitored daily and levels continue to decline.
There is currently no significant rainfall in the long-term weather forecast.
The Water Conservation measures include:
* No lawn, garden, plant watering or other outside water usage
* No car/RV or other vehicle washing at home.
The Town encourages residents to take other measures to help decrease water usage while the water conservation advisory is in effect.

The area affected is Cross Roads between Pike’s Lane and Pondside Road. French’s Lane will be affected as well as residences from 1 to 43 on Pondside Road.

The Town has been advised that the contractor is completing work for the Lemarchant Street Extension Upgrade project which included a temporary disruption of water services today.
While completing this work today, residences outside of the Lemarchant Street Extension area also experienced water service disruption.
The contractor anticipates completion of the work this evening by 6:00 p.m.

Nomination Date:
Nomination of candidates for the General Municipal Election of October 2, 2025 for Municipality of Carbonear will be received on Thursday, September 4, 2025 between the hours of 8:00 a.m. and 8:00 p.m. at the Carbonear Council Office.
Nomination Fee:
Candidates shall at the time of nomination, deposit with the Returning Officer, the non-refundable sum of $10.00.
General Nomination Information:
Nominations shall be in writing and state the name and civic address of the candidate and shall be signed by the Proposer and Seconder both of whom shall be present together with the candidate who shall sign also signifying their acceptance. In the event that a candidate cannot be present for their nomination, their proposer and seconder can complete the required form.
If the nomination is for a candidate running as mayor in a separate election that position should be noted on the nomination form.
Candidate Qualification:
The qualifications of a candidate for election of council are as follows:
- Canadian citizen who is 18 years of age or older;
- Ordinarily resident in the municipality or area for at least 30 days prior to the commencement of the nomination period;
- Not in arrears of taxes or other charges payable to the municipality;
- Not otherwise disqualified under the Municipal Elections Act.

Conservation measures are required to maintain essential water services.
The Town provided an updated Water Conservation Notice on Friday, August 8, 2025 informing residents that water levels at the water supply continue to decline and are below normal for this period of time. The Water Conservation Notice has not been rescinded.

Due to nearby wildfires, the Carbonear Public Library has expanded hours of service to support those affected.
The latest hours are available on our website at nlpl.ca, and on our provincial social media pages including Facebook and Instagram. Expanded hours include Sunday and Monday, when the library is usually closed.
Critical services including access to computers, wireless internet, and public washrooms are available.

Announcement Regarding Rockin’ Da Garden Concert hosted by the Carbonear Special Events Committee
Paddy’s Garden is currently being used as an evacuation site and the Carbonear Special Events Committee want to make sure it stays this way for as long as it is needed. Their volunteers have been helping at the evacuation centre at Carbonear Academy and want to continue to do their part to help those affected in the North Shore.

Please be advised, the Carbonear Town Council adopted the Town of Carbonear Municipal Plan, 2025 and Town of Carbonear Development Regulations, 2025 on August 12, 2025
In general terms, these documents would replace the Town of Carbonear Municipal Plan, 2004 and Town of Carbonear Development Regulations, 2004 and cover a range of planning and development topics, including but not limited to housing, commercial development, heritage, parks and open spaces, transportation, servicing , agriculture, and industry.
A Public Hearing with an Independent Commissioner is scheduled to consider objections and representations on the proposed Municipal Plan and Development Regulations at the Carbonear Town Hall at 7:00 p.m. on Wednesday, September 3rd, 2025. Anyone wishing to make an objection or representation should submit a signed written statement outlining the objection or representation to the Town by 4:30 p.m. on Monday, September 1st, 2025.

Due to current dry conditions and the Heat Warning in effect for the Avalon Peninsula North in place, we would like to remind residents that water levels at the water supply continue to decline and are below normal for this period of time.
Carbonear Council request that exterior use of water should be kept to a minimum to reduce demand before the water level reaches a critical point.
Residents are asked to limit water use and to cease all non-essential uses including but not necessarily limited to the following:
- Washing vehicles and exterior of houses
- Watering lawns or gardens or using lawn sprinklers
- and all other non-essential water use
