The Town has been advised that the contractor is completing work for the Lemarchant Street Extension Upgrade project which included a temporary disruption of water services today.

While completing this work today, residences outside of the Lemarchant Street Extension area also experienced water service disruption.

The contractor anticipates completion of the work this evening by 6:00 p.m.

Nomination Date: 

Nomination of candidates for the General Municipal Election of October 2, 2025 for Municipality of Carbonear will be received on Thursday, September 4, 2025 between the hours of 8:00 a.m. and 8:00 p.m.  at the Carbonear Council Office.

Nomination Fee: 

Candidates shall at the time of nomination, deposit with the Returning Officer, the non-refundable sum of $10.00.

General Nomination Information:

Nominations shall be in writing and state the name and civic address of the candidate and shall be signed by the Proposer and Seconder both of whom shall be present together with the candidate who shall sign also signifying their acceptance.  In the event that a candidate cannot be present for their nomination, their proposer and seconder can complete the required form.

If the nomination is for a candidate running as mayor in a separate election that position should be noted on the nomination form.

Candidate Qualification: 

The qualifications of a candidate for election of council are as follows:

  1. Canadian citizen who is 18 years of age or older;
  2. Ordinarily resident in the municipality or area for at least 30 days prior to the commencement of the nomination period;
  3. Not in arrears of taxes or other charges payable to the municipality;
  4. Not otherwise disqualified under the Municipal Elections Act.

Residents are reminded to continue with water conservation measures.   Our Town water supply continues to decline and town staff are continuing to explore and implement options to provide water to the water supply.

Conservation measures are required to maintain essential water services.

The Town provided an updated Water Conservation Notice on Friday, August 8, 2025 informing residents that water levels at the water supply continue to decline and are below normal for this period of time.   The Water Conservation Notice has not been rescinded.

Announcement Regarding Rockin’ Da Garden Concert hosted by the Carbonear Special Events Committee

:The Carbonear Special Events Committee have made the decision to postpone the Rockin’ Da Garden concert at Paddy’s Garden scheduled for Saturday, August 23rd due to the ongoing State of Emergency in our area.

Paddy’s Garden is currently being used as an evacuation site and the Carbonear Special Events Committee want to make sure it stays this way for as long as it is needed. Their volunteers have been helping at the evacuation centre at Carbonear Academy and want to continue to do their part to help those affected in the North Shore.

Tickets: All tickets purchased will be refunded throughout this week to the original method of payment.

The Carbonear Special Events Committee will actively try and determine a new date for this fall for the concert, once the fires in the North Shore are under control.
Carbonear Special Events Committee members thoughts are with everyone affected by the wildfires in our area. and they cannot thank the firefighters, first responders, volunteers, heavy equipment operators, and government officials enough for going above and beyond for almost two weeks to help our communities.

In general terms, these documents would replace the Town of Carbonear Municipal Plan, 2004 and Town of Carbonear Development Regulations, 2004 and cover a range of planning and development topics, including but not limited to housing, commercial development, heritage, parks and open spaces, transportation, servicing , agriculture, and industry.

A Public Hearing with an Independent Commissioner is scheduled to consider objections and representations on the proposed Municipal Plan and Development Regulations at the Carbonear Town Hall at 7:00 p.m. on Wednesday, September 3rd, 2025.  Anyone wishing to make an objection or representation should submit a signed written statement outlining the objection or representation to the Town by 4:30 p.m. on Monday, September 1st, 2025.

Carbonear Council request that exterior use of water should be kept to a minimum to reduce demand before the water level reaches a critical point.

Residents are asked to limit water use and to cease all non-essential uses including but not necessarily limited to the following:

  • Washing vehicles and exterior of houses

As we hear the latest update on the North Shore fire, on behalf of myself and council, I would like extend our support and thanks to those organizations involved in assisting with folks displaced by the fire. As well as share gratitude to the many volunteer fire departments from around the region, including our own Carbonear Volunteer Fire Department members, who have been tirelessly dedicated to the firefighting efforts to contain the fire.
Individuals, local business and community organizations have been donating items and their time to support the displaced individuals and families affected by the fire. From our volunteer firefighters to our residents, we have rallied around those affected by this devastating emergency.
With the latest evacuation order in place, more support will be required to help our neighbours, where possible. We’ll share information as it becomes available to us.
Wherever there’s a need, the people in this town always come together to help. We thank you for your continued support.
Our thoughts are with all those being affected by this devastating fire.

During the summer months, the Department of Environment and Climate Change – Water Resources Division would like to remind residents and communities across Newfoundland and Labrador of the potential for water shortages due to seasonal conditions.

These resources highlight the importance of reducing water use by:

  • Checking for and repairing leaks
  • Identifying sources of high-water usage
  • Avoiding unnecessary outdoor water use

Powell Drive Street & Storm Upgrades – Phase 3

The project consists of upgrades to the street infrastructure of Powell Drive, continuing from the end of Phase 2 for an approximate length of 340m.  The upgrades consist of new asphalt, storm sewer infrastructure (ditching, catch basins, and drainage piping), curb and gutter (one side), and sidewalk (one side).

Cross Roads Water Sewer Road Upgrades

The project consists of upgrades to the street infrastructure at Cross Roads between the intersection with Pike’s Lane, at the north end, and the intersection with Pond Side Road to the south.  The area being upgraded is approximately 240m long.  New water and sanitary sewer mains and stormwater infrastructure being installed, as well as new asphalt, curb and gutter and sidewalk- one side.

Beach Road Sewer Sizing Upgrade

The project consists of upgrading the sanitary sewer main at Beach Road between the intersection with Adelaide Street, at the north end, and the lift station located at the intersection with Pike’s Lane, to the south.  The new sanitary sewer main will provide additional system capacity.  The length of the sewer main replacement is approximately 315 m.

 

Lemarchant Road Extension Water Sewer Storm Road Upgrades

The project consists of upgrades to the street infrastructure at Lemarchant Road Extension between the intersection with Joe Taylor’s Lane, at the west end, and the intersection with Suttons Hill, to the east.  This section of Lemarchant Road is gravel surface.  New water and sanitary sewer mains and stormwater infrastructure will be installed, as well as new asphalt, curb and gutter and sidewalk -one side.

Due to dry conditions, water levels at the water supply are below normal for this period of time.  To ensure that all users of the water system have an adequate water supply throughout the summer months, the Carbonear Council request that exterior use of water should be kept to a minimum to reduce demand before the water level reaches a critical point.

Suggested conservation measures:

  • Refrain from using lawn sprinklers (new lawns excepted) – hand watering of lawns with a hose with a shut off nozzle is permitted;
  • Hand Water plants in the early morning or in the evening (eg. a watering can or a hose with a shut off nozzle);
  • Refrain from washing vehicles and exterior of houses (If necessary, it shall be done with a hose and a shut-off nozzle).

Everyone is asked to work together to protect our water supply. Your continued cooperation and support is appreciated.

With the current dry conditions, the Town of Carbonear in consultation with the Carbonear Volunteer Fire Department is implementing a Fire Ban effective immediately.

Currently on the Fire Hazard Forecast Map our Town is in the area shaded yellow for Very High hazard.

“The fire risk is serious. Forest vegetation is very dry and fires will start easily, burn vigorously, and challenge fire suppression efforts. Burning Permits are suspended, open fires including campfires are prohibited and industrial activities may be restricted. Exercise extreme caution when conducting activities on forested land.”

Notice: Detour for Powell Drive Phase 3

The Powell Drive Phase 3 contractor, Concord Paving Ltd, will have a detour in place Wednesday, June 11, 2025.

Traffic traveling London Road to access the North side of Carbonear will be diverted via Leslie Street to Pond Side Road. 

 Detour will be in place from 8:00 a.m.to 4:00 p.m.

Please reduce speed in the area and keep an eye out for workers.

Carbonear Swimming Pool

The Town of Carbonear requires the services of an individual at the Carbonear Swimming Pool to complete janitorial and maintenance duties. This is a part time position where the individual would be ordinarily working less than twenty (20) hours per week scheduled between 5 pm Friday, and close on Sunday. In the absence of the Pool Technician/Facility Maintenance personnel, this position may be required to cover shifts.  This position will be responsible for providing cleaning duties, dusting, removing garbage, removing snow from walkways, moving furniture and equipment as required, monitor pool chemistry and other related duties.

Qualifications:

 The preferred candidate to possess the following knowledge, skills and abilities:

  • Must have a minimum of a high school diploma;
  • Prior knowledge working in janitorial and maintenance would be an asset;
  • Demonstrated ability to work independently with minimal supervision;
  • Dependable and cooperative;
  • Shows initiative and attention to detail;
  • Ability to communicate with the public in a respectful and effective manner;
  • Knowledge of the importance of public safety and safety procedures including the use of cleaning chemicals and the safe operation of cleaning equipment, materials and other tools.

The successful candidate will be required to complete required Occupational, Health and Safety Training prior to commencement of employment as well as to provide a clear certificate of conduct.

Whereas: Pregnancy and childbirth, or adoption, and the infant’s first year of life should be a period of joy and bonding for the entire family;

And Whereas: 28% of mothers in Newfoundland and Labrador will experience a significant mood disorder during and after pregnancy, possible leading to a more sever mental illness;

And Whereas: Untreated, these mood disorders may lead to premature labour, admission to the neonatal intensive care unit, increased risks of obstetrical complications, lower breastfeeding rates, and poor fetal and infant outcomes (potential cognitive, emotional and behavioral impairments) and, in rare cases, even to suicide;

And Whereas: There are professionals and peers in Newfoundland and Labrador who can assist parents and families deal with mood disorders:

And Whereas: The Perinatal Mental Health Alliance of Newfoundland and Labrador has been created to improve the care provided to birthing persons and their families;

Town of Carbonear Welcomes New Municipal Enforcement Officer

The Town of Carbonear is pleased to announce and welcome Matthew Burke to the position of Municipal Enforcement Officer with the Town of Carbonear.

This position assumes an important role of enforcement of municipal by laws including engaging with the community to educate and create awareness specific to municipal by laws. By law compliance is achieved through education and enforcement, investigation of by law complaints, community patrols, and collaboration with police, other agencies and citizens.

Matthew has worked in security for the past 25 years and has completed various training programs in this field. He has volunteered with the RCMP for several years earning him various awards and certificates during that time. Matthew is committed to transparency and fair treatment in his role as by law enforcement officer.

These skills, Matthew’s enthusiasm and respect and pride in his hometown, will make him a valuable member of the Town of Carbonear Staff.

Today, April 28, is the National Day of Mourning.

The National Day of Mourning is dedicated to remembering those who have lost their lives, suffered injury or illness on the job, or experienced a work-related tragedy.

The Town of Carbonear has placed a table in our lobby in front of the plaque installed by the Baccalieu Trail & District Labour Council (next to the Council Office door). The plaque was placed in memory of workers from the region who lost their lives through workplace accidents and industrial diseases.

A battery-operated tea light has been lit for each name on the plaque. Unlit candles have been placed on the table for those who would like to stop by and light a candle in memory of their loved ones who may not be recorded on the plaque.

Organizations, communities, and individuals are encouraged to observe a moment of silence at 11:00 a.m. today.
