Metal collection will take place on Friday, July 10, 2020. Please have items placed curbside by 7 a.m. on day of collection.

Regular metal collection schedule:
Metals will be collected the last Friday of each month starting July 31st.

Did you know?……

Bread has no nutritional value to ducks. In fact, bread can be referred to as junk food for ducks. Ducks may find it tasty, but there is no nutritional benefit for them. They fill up on bread instead of other foods that would be more beneficial to them.

Feeding bread to ducks can also cause ducklings to rely on being supplied the junk food instead of learning how to forage for healthy food themselves.

Finally, bread that isn’t eaten by ducks can also grow into mold and contribute to growth of cyanobacteria and harmful algal blooms.

Healthy options to feed ducks include:
half cut seedless grapes, birdseed, peas, corn, chopped lettuce, oats and cooked rice.

9th Annual Pride Flag Raising

Each year, the Town of Carbonear in partnership with Communities Against Violence hosts an annual Pride Flag Raising Celebration.

This year, due to the global pandemic, we may not be able to gather together to celebrate but we can still raise the 🏳️‍🌈 flag in support.

This morning we raised the flag in celebration of the 9th Annual Flag Raising.

We look forward to gathering together next year to celebrate the 10th Annual Pride Flag Raising Celebration in Carbonear!

The Town of Carbonear is looking for five summer students to complete research and projects under the direction of the Economic Development and Tourism Officer.
The summer student positions are for 8 weeks at 35 hours a week.

Duties and responsibilities include:

• Collect and incorporate research including video/sound recordings and images with existing exhibits
• Connect and update basic information regarding operating businesses ie. Hours of operations, attractions
• Connect and work with local business and stakeholders
• Work cooperatively and constructively with other members of the staff

Bacclieu Trail Thriving Regions Partnership: Introducing a Watershed Approach Webinar Thursday, June 18, 2020

One of the Thriving Regions initiatives:

This Thursday, June 18, 2020, Dr. Joe Daraio of Memorial University is leading a webinar on his watershed project in the Baccalieu Trail Region with The Harris Centre – Memorial University. Dr. Daraio will be introducing his project team as well.

This project addresses the region’s watershed needs & the effects of climate change on communities’ infrastructure. Increased precipitation, snowfall & harsher storms can all effect our roads, bridges, & much more.

Community members & residents are encouraged to attend.

Bulk Waste Collection Update

As the COVID-19 Alert Level in Newfoundland and Labrador was reduced to Level 3 by the Chief Medical Officer of Health on June 8, 2020, the Eastern Regional Service Board will resume scheduled bulk waste collection.

Town of Carbonear residents bulk waste collection will take place as follows:

WEDNESDAY route – JULY 6 – 8
THURSDAY route – JULY 20 – 22
FRIDAY route – August 10 – 12

All these recommendations are for general public use. Basically, if a family or bubble wants to use our facilities and green spaces.

Track/Football/Soccer field opening guidelines for June 8th
General public use!!

-Track users are to Practice Physical Distancing and to keep moving.
– Maximum of 20 people of the Football/Soccer field
– All benches and bleachers will remain closed
– Public Washroom will remain closed
– All participants must practice social distancing
(2m apart from those outside their bubble)

Softball Field opening guidelines for June 8th

– Maximum 10 people on field
– Dugouts will be closed
– Bleachers will remain off limits
– Public Washrooms will remain closed
– All participants must practice social distancing

– Max 6 people on skate park
– Public Washrooms will remain closed

Leagues and Associations

– All leagues and associations must present their return to play plan to
the Recreation Director as well as any return to play documents from their
governing body.
– Recommend that we keep public washroom facilities closed for alert level 3.
– Recommend we allow no activities under the lights in alert level 3.
– No gathering in parking lot before, during or after activities in large groups
-Drop and go for parents/spectators
– Dugouts and bleachers will either be closed or removed from site for
public use.
– All leagues will sign waiver forms agreeing to terms and conditions of
facility (in process of developing). If terms are violated their usage
may be suspended or terminated for this season.
– Any complaints regarding leagues and associations will be directed to
the governing body for that association.
– It is not feasible to police social distancing guidelines. Recommend we
place signage and/or have a social media blitz asking the public to adhere to
the rules. If we receive several complaints, we have every right to close
facility again.
– Staff will be required to wipe down all fence posts at entrances/ exits
throughout the day (depending on usage)

A Message from Town of Carbonear Council

As many are aware, throughout the world, peaceful demonstrations are currently taking place to highlight and increase awareness of systemic racism in our society. At a time when we are in the midst of a global pandemic, it is horrifying and sad to see these examples of systemic racism and violence. Racism doesn’t stop at borders; it exists in every community. We must each do our part to ensure we are engaged in creating a truly welcoming and inclusive community and society.

The Town of Carbonear Council and staff are deeply committed to doing our part to help eradicate all forms of bigotry and racism. We are proud of the work of our community organizations, businesses and residents to embrace different cultures. We were disappointed to cancel our 7th Annual Multiculturalism Week Celebration in March due to the global pandemic. The annual celebration has been an event that strengthens our community, but we recognize there is much more work to be done.

We encourage every resident to listen, support and amplify the message that racism is unacceptable and has no place in our community. We are committed to being a community that promotes tolerance and respect for everyone.

Our Council will remain steadfast to use our collective voice and stand up to help make our community and world a better place. We will keep seeking ways to create a community of equal dignity and respect.

Water Loss to Eastern Health Facilities in Carbonear

Eastern Health advises the public that the Carbonear General Hospital and the Private Joseph Squibb Memorial Pavilion are currently without water due to a water main break in the Town of Carbonear.

Some services have been impacted and patients and clients are being contacted immediately to have their appointments rescheduled.

The Town of Carbonear is currently working on the leak in the water main and has advised that repairs are expected to be completed later today.

Eastern Health thanks the public for their cooperation during this time and apologizes for any inconvenience this may cause.

Update on Main water line break:

Residents are advised that crews are working in the area of Valley Road on a main water line break.  This break is affecting all areas of town and residents may have little or no water.

Repairs are ongoing and are expected to continue until early evening.

When repairs are complete and water is turned back on, residents may experience discolored water. Staff will open hydrants to clear the water as quickly as possible, but if you still experience discolored water, please run your cold water tap until it clears.

Motorists are also advised to please keep speed down and watch for workers when traveling in the Valley Road area.

Re-Opening of Waste Recovery Facilities

Waste Recovery Facilities in Bay Bulls, Renews-Cappahayden, Placentia, St. Joseph’s, Cavendish, Old Perlican, Harbour Grace, Sunnyside, Whitbourne, and Clarenville will be reopening using a phased approach.

Beginning June 2, 2020, residents can use the facilities based on the schedule below:

Tuesday, June 2 & 9:  Surnames A – H
Thursday, June 4 & 11:  Surnames I – P
Saturday, June 6 & 13:  Surnames Q – Z

There will be extended hours of operation on your scheduled day:

8:00 – 11:30 a.m. and 12:30 – 4:00 p.m. (Gates close 11:15 a.m. and 3:45 p.m.)

We will return to regular hours of operation on June 14, 2020.

Please note:

  • All bagged waste must be in clear (transparent) bags. This is to reduce risk to our employees by minimizing contact with waste materials. Waste in dark (non-transparent) garbage bags will not be permitted on site.
  • Maintain a safe physical distance of 2m (6ft) from staff and other visitors.
  • If you are feeling unwell, stay home.
  • Limit of 2 vehicles allowed on site at a time.
  • Maximum of 2 persons per vehicle allowed on site.
  • Pre-sort materials so it may be offloaded in 10 minutes or less.
  • Anticipate line-ups and delays—please be patient and remain in your vehicle.

Many of the ERSB customers have reached out asking when bulk collection will resume. ERSB continue to monitor the situation and will return to normal operations as soon as it is safe to do so. Following the advice of public health officials, currently it is not safe to provide this service. ERSB understand that service disruptions are challenging for many of their customers and appreciate your patience during this time.

Completion of Work on Phase 1 of the Downtown Revitalization Project update

Please Note:

Work to finish up Phase 1 of the Downtown Revitalization Project is anticipated to commence next Tuesday, May 19, 2020.

Alert Level 5 starts Monday, May 11, 2020

May 11, 2020 :  Province of Newfoundland and Labrador is at Alert Level 4.

What does this mean?

Life at Alert Level 4:

Your responsibility:
• Follow Public Health Guidance for All Alert Levels.
• Stay at home as much as possible, except to get essentials like groceries and medications.
• You can expand your household bubble to include one other household (effective April 30, 2020).
• If you have COVID-19 symptoms, contact 811.

Public Spaces and Gatherings:
.• Gatherings are expanded to 10 people as long as physical distancing can be maintained.
• Gatherings at funerals, burials and weddings are restricted to no more than 10 people.
• Visitations and wakes remain prohibited.

Recreational Activities:
.• Recreational angling and hunting are permitted.
• Golf courses can open with restrictions in place.
• Municipal parks are open. Please Note: playgrounds, softball fields, soccer fields, and recreation facilities remain closed
• Playground equipment in municipal parks is not to be used.
• Campsites remain closed.
• Gym and fitness facilities, yoga studios, tennis and squash facilities, arenas, dance studios and performance spaces remain closed.
• Outdoor activities, including walking, hiking, or riding your bike, are encouraged as long as physical distancing can be maintained and you are not required to self-isolate for any reason.

• Regional health authorities will begin to allow some health care services to resume.
• Private health care clinics remain closed, except for urgent and emergent care, with virtual care options available for non-urgent care.
• All visitor restrictions in health care remain in place.

Businesses and Services:

• Limited expansion of childcare services.
• Professional services such as accounting firms, law firms, and financial services can offer in-person services. Work from home policies are encouraged, where possible.

Clarification on the Public Advisory: New Restrictions for Open Fires from the Department of Fisheries & Land Resources

We have received some questions on the Public Advisory: New Restrictions for Open Fires that was released yesterday by the Department of Fisheries and Land Resources.

As indicated in the advisory:
“Gas barbeques and CSA approved patio wood burning devices are excluded from the ban, except in municipalities that have issued a ban for these devices.”

The Town of Carbonear has not issued a ban for gas barbeques and CSA approved patio wood burning devices. Nor is an application or permit required for these.

The restriction is for grass burning, brush burning, campfires and personal fireworks. This includes open burning and burning from barrels and other non-CSA approved containers.

Updates from the Eastern Waste Management Board

The Eastern Waste Management Board has posted updates regarding both bulk garbage collection and the waste recovery facility in Harbour Grace during the COVID-19 pandemic. In light of the COVID-19 pandemic, the Eastern Regional Service Board is taking measures to proactively help prevent the spread of the virus. The Town of Carbonear continues to provide essential services during this Public Health Emergency but remain committed to the health and safety of our employees. The Covid-19 situation continues to evolve and the town continues to monitor the situation and make changes to work practices for the safety of our employees.

For the information of the public, staff are working at reduced hours and each work site has two shifts with staff practicing physical distancing to allow for continued provision of essential services.
An example of these measures related to public works staff includes the staff being divided into two shifts reducing the number of staff working on each shift. This also allows each staff person to travel alone in a vehicle, reducing contact between staff. If more than one employee is required to address a task, they have been informed that physical distancing is required for their safety in accordance with provincial and federal government directives.

There may be occasions, when required, where you will see more than one employee at a work site, each in a separate vehicle, but this is in accordance with current practices for the health and safety of our staff during this Public Health Emergency.

The Town would like to thank its staff who are continuing to work to provide essential services to its residents during these very uncertain times when everyone is concerned for their health and safety. We appreciate your dedication and commitment!

Latest update from Government of Newfoundland and Labrador regarding COVID-19

Effective March 18, 2020, the Minister of Health and Community Services declared COVID-19 a public health emergency under the Public Health Protection and Promotion Act. The following facilities are ordered to close:

Gyms and fitness facilities, including yoga studios, tennis and squash facilities

Dance studios

Businesses that hold a license under the Liquor Control Act whose primary purpose is the consumption of beer, wine, or spirits

Cinemas

Arenas

Performance spaces

Bingo halls

Personal services establishments including spas, esthetic services, hair salons, body piercing, tattooing and tanning salons

Retail stores, unless those stores provide services essential to life, health or personal safety of individuals and animals. See the Special Measures Order above for details.

Restaurants are permitted to offer take-out, delivery and drive-thru services. In-person dining is prohibited.

Gatherings of 10 people or more are prohibited. This includes funerals, visitation and weddings.

Visitation to long-term care and personal care homes is prohibited, unless for exceptional circumstances, including end of life.

Anyone arriving to Newfoundland and Labrador from outside of Canada on or after March 14, 2020 at 7:00pm NDT is required to self-isolate for 14 days after their arrival in Canada.

Anyone arriving to the province from outside of Newfoundland and Labrador on or after March 20, 2020 is required to self-isolate for 14 days after their arrival.

There are exemptions to these orders. Please refer to the Exemptions Order issued on March 21, 2020 for more details.

A person found in breach of these orders could face a fine or jail time. A corporation found in breach of these orders could face a fine of $5,000 to $50,000.

The Community Studies students held a “Buddy Bear” drive to distribute to police and first responders to help comfort children during traumatic events.

They collected a total of 290 stuffed toys!

Solid Waste Collection Update: Area 3

Solid Waste Collection Update: Area 3

Solid waste collection in Area 3 will take place as scheduled on Friday, January 24, 2020.

They will not be collecting recycling that was not collected in Area 3 last week. Due to the storm most of Area 3 was not collected last Friday so the collectors will have additional garbage to collect in this area this week.

Recycling collection will follow the posted collection schedule.

Solid Waste Collection Update

The Town has received notification from Eastern Waste that Robin Hood Bay has been opened to commercial haulers so waste collection is going ahead per the collection schedule this week. For residents that use garbage boxes, boxes must be accessible for waste to be collected from them.

The Town will have snow clearing crews working from 5 a.m. to midnight over the next few days pushing back snow where streets are narrow. Crews will be concentrating on the most heavily traveled streets first.

The Town asks residents to be patient. Your street will be completed, if required, in due course.

Due to the blizzard, solid waste collection in Area 3 was not finished on Friday, January 17, 2020 .

In addition, due to the state of emergency in the City of St. John’s, Robin Hood Bay is closed. It is not known at this time when Robin Hood Bay will reopen.

Eastern Waste Management will not be in a position to provide the town will a scheduled time for waste collection until they have further information on when Robin Hood Bay will reopen.

The Town will provide an update when further information becomes available.

Public Notice:

Residents that have their water pumped through the Bunker’s Hill Pumphouse will experience decreased water pressure.

Snow clearing equipment damaged the meter on the side of the building interrupting the power supply to the pumps.

Repairs are ongoing.

An update will be provided when further information is available on when repairs are anticipated to be completed.

The Town Council of Carbonear has adopted the Carbonear Municipal Plan Amendment No. 26, 2019 and Development Regulations Amendment No. 38, 2019.

The purpose of the amendment is to redesignate and rezone land located on the southwest side of Highroad North, north of Tyres Drung, from the Commercial and Industrial land use designations to the Residential land use designation to accommodate residential development.  A corresponding amendment to the Development Regulations will rezone the land to the Residential Medium Density land use zone.

A Public Hearing to consider objections and representations on the Municipal Plan and Development Regulations Amendments will be held at 7:00 p.m. on the 30th day of January, 2020 at the Town Council Office, Carbonear.

Anyone wishing to make an objection or representation at the Public Hearing shall, no later than 4:00 p.m., 28th, January 2020, deposit with the Town Clerk of Carbonear, two copies of a signed written statement outlining the objection or representation.  If no written objection or representation with respect to the Municipal Plan or Development Regulations Amendment are received within the time indicated, the Public Hearing may be cancelled.
