Director of Operations and Public Works
Applications are invited to fill the vacant Director of Operations and Public Works position on a full-time, permanent basis.
This position ensures the effective operation and maintenance of water, sewer, road networks, and municipal facilities while providing technical expertise and strategic leadership in public works management. Reporting to the Chief Administrative Officer, the Director of Operations and Public Works will be responsible for the planning, organization, control, direction and oversight of the engineering, municipal infrastructure, and public works programs for the Town. The Director will manage a comprehensive technical maintenance program, including development control, municipal enforcement, water and wastewater management, public works infrastructure, and preventative maintenance programs.
The Director will provide technical advice to Council, develop and manage the operational and capital budgets, administer all capital work projects, and liaise with consulting engineers, contractors, and other vendors. The Director will also ensure that an annual maintenance program is in place and followed for the town’s transportation system and the town’s water and sewer systems. The Director will also develop and implement asset management plans for roads, sidewalks, bridges, water, sewer, and municipal facilities. The Director will also provide supervision of public works activities and act as a front-line supervisor to employees working within the department. The Director will also provide support policy planning activities for municipal enforcement and land use regulations, and provide technical support in reviewing permits, subdivision plans, and development applications.
The successful candidate will have a minimum of 5 years experience in a similar role, preferably within a municipality, combined with post-secondary education and training in a relevant trade or as an engineering technologist. Proven experience in planning, organizing, and directing engineering activities and personnel is key to success in this role. Knowledge of applicable provincial and federal codes, regulations, and laws related to engineering and public works, as well as the ability to read and interpret blueprints and construction diagrams is desired.
The successful candidate should be a natural leader with the ability to motivate your team to ensure all work is completed on time and within budget. Strong communication skills are a necessity for the ideal candidate to connect easily with others and build relationships with key stakeholders. The successful candidate should be self-driven and take pride and satisfaction in managing an essential function within the community.
The ideal candidate would have the following certifications and experience:
- A degree or diploma in Civil Engineering (Technology).
- Strong technical knowledge in municipal engineering, infrastructure planning and public works operations
- Experience in project management, contract administration and capital planning
- Strong leadership and team management abilities.
- Excellent problem-solving, communication and analytical skills
- Training and experience in facility management, asset management, safety management systems, and quality management systems.
- Experience working in a unionized environment.
- Training and experience in urban and land use planning.
- Knowledge in policy and regulations, and ability to enforce town by-laws.
- Proficient in MS Office, autocad, GIS mapping and asset management software
- Class 3 driver’s license for the Province of Newfoundland and Labrador.
The successful candidate will be required to:
- provide a clean criminal record check,
- obtain a Level 2 Water Distribution System Operator certificate
- be able to work flexible hours including evenings and weekends when required
