Public Consultation: Powell Drive Street Upgrading Phase Two: Powell Drive Street Upgrading Phase Two The project consists of upgrades to the stormwater and street infrastructure in the Town of Carbonear. Building upon the upgrades from Phase 1, completed in 2021, the scope of the project includes street widening to accommodate a centre turning lane, sidewalk on one side, and improved stormwater collection.
