Director of Operations and Public Works

 Applications are invited to fill the vacant Director of Operations and Public Works position on a full-time, permanent basis.

This position ensures the effective operation and maintenance of water, sewer, road networks, and municipal facilities while providing technical expertise and strategic leadership in public works management.  Reporting to the Chief Administrative Officer, the Director of Operations and Public Works will be responsible for the planning, organization, control, direction and oversight of the engineering, municipal infrastructure, and public works programs for the Town. The Director will manage a comprehensive technical maintenance program, including development control, municipal enforcement, water and wastewater management, public works infrastructure, and preventative maintenance programs.

The Director will provide technical advice to Council, develop and manage the operational and capital budgets, administer all capital work projects, and liaise with consulting engineers, contractors, and other vendors. The Director will also ensure that an annual maintenance program is in place and followed for the town’s transportation system and the town’s water and sewer systems. The Director will also develop and implement asset management plans for roads, sidewalks, bridges, water, sewer, and municipal facilities. The Director will also provide supervision of public works activities and act as a front-line supervisor to employees working within the department. The Director will also provide support policy planning activities for municipal enforcement and land use regulations, and provide technical support in reviewing permits, subdivision plans, and development applications.

The successful candidate will have a minimum of 5 years experience in a similar role, preferably within a municipality, combined with post-secondary education and training in a relevant trade or as an engineering technologist. Proven experience in planning, organizing, and directing engineering activities and personnel is key to success in this role. Knowledge of applicable provincial and federal codes, regulations, and laws related to engineering and public works, as well as the ability to read and interpret blueprints and construction diagrams is desired.

The successful candidate should be a natural leader with the ability to motivate your team to ensure all work is completed on time and within budget.  Strong communication skills are a necessity for the ideal candidate to connect easily with others and build relationships with key stakeholders. The successful candidate should be self-driven and take pride and satisfaction in managing an essential function within the community.

The ideal candidate would have the following certifications and experience:

  • A degree or diploma in Civil Engineering (Technology).
  • Strong technical knowledge in municipal engineering, infrastructure planning and public works operations
  • Experience in project management, contract administration and capital planning
  • Strong leadership and team management abilities.
  • Excellent problem-solving, communication and analytical skills
  • Training and experience in facility management, asset management, safety management systems, and quality management systems.
  • Experience working in a unionized environment.
  • Training and experience in urban and land use planning.
  • Knowledge in policy and regulations, and ability to enforce town by-laws.
  • Proficient in MS Office, autocad, GIS mapping and asset management software
  • Class 3 driver’s license for the Province of Newfoundland and Labrador.

The successful candidate will be required to:

  • provide a clean criminal record check,
  • obtain a Level 2 Water Distribution System Operator certificate
  • be able to work flexible hours including evenings and weekends when required

Seasonal Labourers

The Town of Carbonear invites applications for Seasonal Labourers.

Applicants are advised that these applications are being considered for placement on a list for call in if required for the summer season.

The candidate should have the following experience / knowledge:

  • Minimum of Grade 12 (High School diploma)
  • Experience working with asphalt repairs and related equipment.
  • Experience working with water and sewer repairs and related equipment
  • Experience working safely around and a general knowledge of the operations of heavy equipment.
  • Experience working in traffic areas and a knowledge of traffic control at a work site
  • Working knowledge of construction hand tools: (i.e. Jack-hammer, cutoff saw, generator, pump, drills, etc).
  • General knowledge of storm water systems/maintenance.
  • Experience with landscaping/grounds keeping and associated tools
  • Ability to work alone or with team

Seasonal Parks and Recreation Labourer

The Town of Carbonear is seeking an individual to fill the position of Seasonal Parks and Recreation Labourer. This position is responsible for maintaining attractive recreation and parks facilities. The individual will be responsible for all repairs and maintenance of parks and recreation properties throughout town including maintenance of associated equipment as required.

Qualifications:

The candidate should have a high school diploma or equivalent.  The preferred candidate should have specific knowledge related to maintenance of playground equipment and turf management. Horticultural, arborist, sports field, irrigation, landscaping & municipal experience are all assets.

Full Time  OFFICE CLERK I

The Town of Carbonear requires the services of a Full Time Office Clerk I at the town office.   This person is the receptionist for the Town Office.

This position will be responsible for:

  • Greet and assist visitors in a friendly and professional manner;
  • Answer and direct incoming calls to the appropriate departments and staff;
  • Handle inquiries and provide general information about the Town of Carbonear;
  • Receipt of tax payments and process transactions accurately and efficiently;
  • Complete daily cash report, balance daily cash and prepare daily bank deposits;
  • Post daily cash reports from the Carbonear Pool and Recreation facility;
  • Assist in collection of outstanding taxes;
  • Post accounts receivable invoices;
  • Review end-of-month breakdown for the town office and pool to ensure it balances with daily reports for the month;
  • General office work as required including answering the telephone, communicating with the general public, preparing correspondence and other reports, filing, assisting with mail outs such as statements, invoices, newsletters, etc.;
  • Assist with the distribution of customer statements and invoices;
  • Input service requests into the Citywide software;
  • Set up phone for night mode at the end of each working day;
  • Receive and receipt permit applications;
  • Other related duties.

 Qualifications:

The preferred candidate should possess good communication and organizational skills and be able to develop a good rapport with the public, however, firm in the collection of taxes. Minimum educational training would include being a college graduate from a business education or accounting program including training in computers (e.g. accounting software, word processing and spreadsheets). Municipal experience would be an asset.  Minimum of three years experience in a related field is required.
