Snow Clearing Regulations
- Reminder about policy concerning vehicle removal and damage due to snow clearing >>
- Residents and the general public are advised that Snow Clearing Regulations are now in effect. Vehicles are not permitted to be parked or abandoned on any street reservation between the hours of 1:00 a.m. and 8:00 a.m., during a snow fall or for twelve hours after a snow fall has ceased. Vehicle owners in violation of these regulations will be subject to a fine or have the vehicle towed at the owner’s expense.
The Town of Carbonear will not accept responsibility for frozen water service lines. Residents must take precautions necessary to prevent their water lines from freezing. Claims for snow clearing damages must be submitted on the form provided within 14 days of the damage occurring, otherwise the claim will not be honoured.
The Town of Carbonear will not take responsibility for damage to fences, garbage boxes, trees, lawns or other structures located within the street reservation. Damage caused by the weight of the snow or “lawn browning” will not be the responsibility of the Town. Residents and businesses are not permitted to shovel, plow or cause to be shoveled, plowed or blown, any snow from a driveway, walkway or parking lot unto any street within the town. A copy of the Snow Clearing Regulations and Damage Policy can be viewed at the Town Office. Anyone in violation of these regulations is guilty of an offence under these regulations.

Compost Bins
Composting is a great way to reduce waste going to landfill sites. The Town of Carbonear has partnered with MMSB to provide Compost Bins to residents at a cost of $20. For further information on purchasing a compost bin, please call the Town Office at 596-3831.
Building Permits
Residents are reminded that development activity is not permitted in the Town of Carbonear unless a permit has been obtained from Council. Permits are required for renovations, repairs, extensions and construction of fences, sheds, garages and new dwellings. Applications are available at the Council Office below on this page. Residents are advised to ensure that all information requested on the application is provided with the application to ensure that the application is processed in a timely manner. Also, all application/permit fees are to be paid upon submission of the development application . Development applications will not be processed until the required fee is paid.
Proposed Changes to Waste Management in 2010
As most residents are aware, the Town of Carbonear disposes of their garbage at the Robin Hood Bay Regional Integrated Waste Management Facility operated by the City of St. John’s. This is the designated site for the Greater Avalon Region. The landfill site was retrofitted to include a materials recovery facility, a commercial indoor composting operation and a leachate collection and treatment system. The Province’s Waste Management Strategy goal is to divert 50% of waste away from landfills, which means that the waste must either be reduced, reused, recycled and/or composted.
The Materials Recovery (recycling) Facility is scheduled to be operational in 2010 which will accept two streams of recyclables (containers ie plastics, aluminum and tin) and fibres (paper, cardboard, boxboard) and a Central Composting Facility is expected to be operational in 2011 which will be for organic materials such as vegetable and fruit peels, tea bags, coffee grinds, meat and fish bones, grains such as bread and rice, left over food scraps including sauces and oils and yard waste such as leaves and grass clippings.
Presently the tipping fees for disposal of garbage is $51 per tonne, however, the tipping fees for recyclables is anticipated to be approximately $20 per tonne. The Town of Carbonear are presently planning for these changes since this will mean that waste will have to be separated into 3 streams in 2010, garbage, containers and fibre. Further information on the new solid waste collection process will be made available over the coming weeks.

Please Note: All domestic garbage shall be placed no further than 10 feet from the curb or the side of the road on the day of collection.
Christmas Tree Collection
Residents who have a Christmas Tree for collection are asked to contact the Council Office with their name and civic address and town staff will pick up the trees at the road side for disposal.
Metals Collection
If you have metals for collection, please contact the Council Office and provide your name, address, and item(s) to be collected. Metal items are collected every Friday by Council Staff.
How do I make arrangements to have my metals collected by the Town of Carbonear?
For Metals Pick Up, please contact the Town Office at 596-3831 between 8:30 a.m. and 4:30 p.m., Monday to Friday. You will be asked to provide your name, civic address, and the items for collection. The metal collection will take place on Friday of each week.
Tree Branches and Ground Cover
Tree branches can be dropped off at the Town site on Goff Avenue between 8:30am to 4:00pm, Monday to Friday. Ground cover is also available from the shredded branches. Note that this includes branches from seasonal pruning and maintenance of trees and does not include trees from clearing of land for development. Please contact Council Office prior to drop off to ensure gate is unlocked.
BACKYARD COMPOSTING PROGRAM
The Town of Carbonear has partnered with MMSB in a backyard composting program. According to the MMSB, organic waste makes up as much as 30% of all waste generated in Newfoundland and Labrador. Composting is an efficient and effective way to reduce the amount of waste sent to our landfills.
The Town of Carbonear is selling the compost bins at the Council Office. With the subsidy offered by Council, these composting bins are available to the residents at a cost of $18 tax included
Mulch
Mulch is available for ground cover at the Town site on Goff Avenue from 8:30am - 4:30pm - Monday to Friday

Animal Control
Council continues to receive complaints on roaming cats and dogs. Pet owners are reminded that the regulations require that pets remain tethered at all times. Dog owners are also reminded that licences are required for all dogs within the Town of Carbonear. Those not complying may be subject to fines or having their animals impounded.

Services
Carbonear's water supply comes from Little Island Pond, about 5.6 kilometers west of the town and nearly 112 meters above sea level. The catchment area covers the river system of Island Pond Brook and includes Flings Big Pond, Carbonear Long Pond, Big Island Pond and others totaling, over 2830 hectares. This area is undeveloped except for summer cabins off Line Road from Little Flings Pond to Tuckers Gully. The water is chlorinated at the intake and carried to Carbonear along Line Road.
The town's sewer system covers all areas serviced by the water system. The sewers are generally of 8 inch diameter with 10 inch diameter near the outfall extremities. A 12 inch diameter section extends from LeMarchant Street to the Crocker's Cove outfall.
The Fire Department, located on Bannerman Street, is operated by a 40 member volunteer fire brigade responding to calls initiated by an electronic paging system. Additional fire fighting support is available on request from Harbour Grace and Victoria.
Police protection is provided by the RCMP detachment headquartered in Harbour Grace, which is just 5 km away.
